  4. 1 New Outreach Training Requirements

Key Changes to Outreach Training Requirements • For OSHA Authorized Outreach Trainers • OSHA has revised what were formerly known as the Outreach Training Program Guidelinesinto separate documents: • Outreach Training Program Requirements cover the requirements applicable for all OSHA Outreach Training Programs. • Outreach Training Program Procedurescover the requirements for each specific industry program (Construction, General Industry, Maritime, and Disaster Site Worker).

Key Changes to Outreach Training Requirements • Statement of Compliance • Authorized trainers must sign a Statement of Compliance with their authorizing training organization verifying that the training they conduct will be in accordance with Outreach Training Program requirements and procedures. • The Statement of Compliance must be submitted to the organization where the most recent trainer course or update course was completed. • The Statement of Compliance is located in the New Program Requirements: Appendix A. Please fax to 404.407.9024 or email to Lauren at lauren.duffey@gtri.gatech.edu as soon as possible. • The Statement of Compliance must be on file before a trainer can receive cards, effective immediately.

  7. Statement of Compliance I certify that I will conduct all outreach training classes in accordance with the OSHA Outreach Training Program requirements. I understand that it is my responsibility to ensure that I meet the requirements of the most recent edition of the OSHA Outreach Training Program requirements and related procedures. I will maintain the training records as required by the requirements and procedures and I will provide these records to the OSHA Directorate of Training and Education (or its designee) upon request. I understand that I will be subject to immediate dismissal from the Outreach Training Program if I provide information that is not true, complete and correct. I further understand that providing false information may subject me to civil and criminal penalties under Federal law, including 18 U.S.C. Sec. 1001 and 29 U.S.C. 666(g), which provides criminal penalties for making any false statement, representation or certification.

Key Changes to Outreach Training Requirements • Conducting Classes • Outreach classes are limited to training conducted within OSHA's jurisdiction (50 states and territories and jurisdictions under federal authority). • Training is limited to a maximum of 7.5 hoursof training in one day. • Classes using translation must use translators with a background in occupational safety and health and must cover twice the amount of time for the translated portion.

Key Changes to Outreach Training Requirements • Conducting Classes • Primary authorized trainers must teach at least 50% of the class (unless class is taught with other authorized trainers) and maintain a list of guest trainers used, topics they delivered, and their qualifications. • Classes are limited to a maximum of 40 students and a minimum of 3 students.

Key Changes to Outreach Training Requirements • Monitoring Activities • Trainers must permit unscheduled monitoring visits. • Trainers must provide advance notice of training to authorizing institution (Georgia Tech) upon request. Georgia Tech asks for notice of every training scheduled to be conducted.

  11. Key Changes to Outreach Training Requirements • Topics • Introduction to OSHAtwo-hour module is required • All 10-hour Construction classes must include four hours on Focus Four Hazards • All 30-hour classes must include two hours on Managing Safety and Health

  12. Key Changes to Outreach Training Requirements • Reporting and Recordkeeping • New Outreach Training Program Reports must be used. • Construction Report • General Industry Report

Key Changes to Outreach Training Requirements • Reporting and Recordkeeping • Cards must be provided to students within 90days of class completion. • To enable this, trainers must submit their documentation within 30 days of class completion. • Authorizing training organizations must process requests within 30 days

Key Changes to Outreach Training Requirements • Reporting and Recordkeeping • Trainer Responsibilities: • Trainers must provide cards to students within 30 days of receipt. • Trainers must issue student cards directly to the student. • Trainers must keep a copy of every card issued for a minimum of five years.

  15. Key Changes to Outreach Training Requirements Implementation Schedule To allow for classes that have been scheduled, OSHA will allow trainers until July 1, 2011 to fully implement these changes.

We prefer email attachments!Due to the fallibility of faxes, we much prefer to receive Outreach Training Reports as email attachments. Did we mention we can send you the newest Outreach Training Report as a Word document? Just email Lauren, and she’ll send it your way!

Each Outreach Training Report MUST include: • OSHA Outreach Training Program Report (All card requests must include a start date and end date on the program report form in the date section.); • Typed or clearly printed student names. (Do not send daily sign-in sheets. • List of course topics and time spent on each topic.

GT OTIEC Fact Sheet • We will review requests for: • Statement of Compliance (on file); • Trainer qualification (valid authorization status); • Statement of Certification; • Compliance with the guidelines (topics, time, etc.); and • Completeness of information. • Discrepancies will be reviewed with the trainer but may delay the receipt of cards. Check and double-check your reports before you send them! • Complete, valid requests will be filled within 30 daysof receipt.

GT OTIEC Fact Sheet • In an effort to expedite this process, please refrain from submitting duplicate requests. • Due to the volume of requests received on a daily basis, it is not always possible for Lauren to confirm receipt of your requests. • In the month of March, Georgia Tech sent out 4,188 cards! We send out about 1,000 cards a week, so we appreciate your patience as we fulfill your card requests.

  35. GT OTIEC Fact Sheet • In an effort to expedite the process, course matrices and schedules are no longer accepted as documentation of contact hours. We need the topics covered in hours – NOT TIMES. • All topic hours must be documented on the Outreach Training Report, not documented separately and attached. • A contact hour is 60 minutes. • Breaks and/or lunch ARE NOT included when counting class time. • Card requests will be filled in the order received.

  38. coming soon… Because of the influx of requests for replacement 10- and 30-hour cards, OSHA Training Institute Education Centers will soon implement a fee per replacement card. • Keep in mind the following points regarding student cards: • OSHA rarely replaces a batch of cards from an entire class. • OSHA no longer allows the practice of sending extra cards to trainers to be used as needed for replacements or misprints. • If training took place more than five years ago, no replacement cards will be issued. • Trainers must maintain records which indicate the card number dispensed to each student.

  39. coming soon… Georgia Tech’s OTIEC is now working on a system for Outreach Trainers to submit your card requests online. Through this system, you will be able to submit your card requests online, receive a confirmation of receipt immediately, and check the status of your card request. We hope to implement this in the very near future, so stay tuned!
