What information does theLanguage Census provide? • The number of students who have a home language other than English • The names of the home languages of district students • The number of students who are fluent in English • The number of students who are learning English • The number of students who have been reclassified as Fluent English Proficient
How are students identified as English Language Learners? • When parents enroll their children in school they complete a Home Language Survey. • When the Home Language Survey indicates a language other than English (even if it is in addition to English) the District is required (by state and federal law) to test his/her English and home language proficiency. • Based on initial English Language Proficiency scores, the students are identified as either Fluent English Proficient, or as English Learners.
Why is the Language Census important? EL categorical funding is based on the number of English Learners reported on the Language Census each year: • Title III • Local Control Funding Formula (LCFF)
