  2. What is the Annual R30 Language Census? • It is an annual count of: • English Learner (EL) students • Programs and services for EL students • Teachers and paraprofessionals • It is mandated by the California Department of Education for all schools, including atypical and charter schools

  3. Why is it important? • Census data determines: • Supplemental funding (EIA-LEP and EIA-SCE funds) • Demographic shifts • Compliance in teacher certification • Compliance in student program placement • Compliance in implementation of programs for EL students • It is public information. http://data1.cde.ca.gov/dataquest

  4. Part 1 – English Learner (EL) StudentsTotal Number of ELs English Learners are identified using the California English Language Development Test (CELDT). Students are assessed annually in listening, speaking, reading and writing. FEP students have another language at home and are also proficient in English.

Questions to Ask at Our ELAC Meeting: Our School Population • How many of our students are English Learners? • What is our current total enrollment? • Has our EL population increased, decreased or remained the same compared to last year? • Do we have enrollment projections for next year? Are changes expected? • What home languages are spoken by our ELs? • How does our school help families from all linguistic backgrounds and cultures feel welcome?

Questions to Ask at Our ELAC Meeting:Our Programs & Services for ELs • How many of our students are in each program (SEI, MEC, Bilingual)? • Do our parents understand how instruction in each program is designed to help students meet grade level standards? • How many students receive support in their home language? • How are the students supported? • Who provides that support?

  10. Part 3 - Reclassified Students • Reclassification criteria include: • Advanced or Early Advanced English proficiency as measured by CELDT • Basic, Proficient, or Advanced scores on CST • Teacher judgement

Questions to Ask at Our ELAC Meeting:Reclassification • How many students were reclassified at our school? • Is this an increase, a decrease, or about the same as the previous year? • What is the total number of reclassified (RFEP) students at our school? • How is the academic progress of RFEP students being monitored? • How can parents support their student’s progress toward reclassification?

  12. Part 4 – Parent Exception Waivers Request for enrollment in an Alternative Bilingual Program 2007-2008 Total waivers submitted:2,372 Total waivers approved: 2,205 (93%) 2008-2009* Total waivers submitted:2,001 Total waivers approved: 1,919 (96%)

  13. Questions to Ask at Our ELAC Meeting:Parent Exception Waivers • How many waivers were submitted for this year at our school? • How many of these waivers were approved? By what criteria? • Do our parents understand the EL program options (SEI, MEC, Alternative Bilingual)? • Do our parents understand the waiver process?

Questions to Ask at Our ELAC Meeting:Our Staff • How many authorized teachers are instructing EL students in an SEI or MEC program? • How many authorized teachers are instructing EL students in an Alternative Bilingual Program? • What does “authorized teacher” mean? What further training and support are needed? • How many bilingual paraprofessionals work at our school? • What languages do they speak? • What are their responsibilities?

  16. Additional Questions for ELAC • Does our ELAC have other questions about the data in our R30 Language Census? • Do we see trends that should affect planning for next year? • Based on R30 data, what advice does our ELAC have to offer to our school?
