Outline of the Project • Super GoalAdaptation measures are strengthened and risks of water-related disasters aggravated by the effects of climate change are reduced in the Central Region • Project Goal Community Based Disaster Risk Management (CBDRM) is strengthened in the project pilot areas. • Project Outputs 1. Capacity development of disaster management organizations at the provincial, district and commune level 2. Development of CBDRM promoting manuals 3. Development of standard design and manuals for low-cost small- scale river bank erosion control structures 4. Development of MARD’s supporting capacity to the local governments • Project Duration March of 2009 to March of 2012 (3 years)
1. Outline of the Project Working Group 1 Capacity Development of the government offices/agencies 1. Implement training courses administered by MARD staff in Hanoi or Da Nang targeting provincial DARD staffs 2. Implement training courses by DARD staffs in Hue and Quang Nam targeting disaster managers at community levels 3. Hold various seminars related to disaster management by leading experts in both Vietnam and Japan 4. Technical assistance to implement the national action plan, disaster management plans and other activities
1. Outline of the Project Working Group 2 Integrated Flood Management 1. Development of flood simulation considering the impact of climate change effects 2. Development of Disaster Hazard Maps - Flood hazard, bank erosion (Huong and Thu Bon basins) - Sediment related hazard (at district level) 3. Development of Integrated Flood Management Plan in Huong and Thu Bon River basin
1. Outline of the Project Working Group 3 Community Based Disaster Risk Management (CBDRM) 1. Implementation of CBDRM activities in the 8 pilot project areas (Hue : 3, Quang Nam : 3, Quang Ngai : 2) 2. Development of CBDRM manuals and planning 3. Execution of CBDRM activities

Food for thought – for today’s discussion – • Issues in the Project • Where is the line between the responsibilities of the Central Government - Provincial Government - Local Government?- Changes observed in the process of government decentralization. • Support mechanism of the Central Government for Provincial & Local Governments- Are the voices and the needs from the communities reflected in the government policies? How can this be improved? • Gap between Planning and Implementation
