Introduction • The ELPA is the English Language Proficiency Assessment based on Michigan’s English Language Proficiency Standards.

Introduction • Background of the ELPA (cont’d.) • ELPA is used for the annual Title III reporting and showing progress on the attainment of Michigan’s ELP standards.
Introduction • Purpose of the ELPA • Measures annual progress in the acquisition of English language skills among Michigan’s ELLs • Provides results that are reported to the state and federal governments to comply with NCLB
Introduction • Purpose of the ELPA (cont’d.) • ELPA results are also used for Annual Measurable Achievement Objectives (AMAOs). • AMAOs are used in the determination of annual progress for Title III programs.

2007-2008 ELPA Initial Screening How are students identified for the ELPA Initial Screening? • K-12 Students who are eligible for Title III services but did not take the Spring 2007 ELPA • Home Language Survey for new enrollees:
2007-2008 ELPA Initial Screening • Home Language Survey Questions • Is the student’s native tongue a language other than English? • Is a language other than English spoken in the student’s home or environment?
2007-2008 ELPA Initial Screening • If the answer to either question is “yes”, the student is assessed to determine eligibility of services using the ELPA Initial Screening. • The scores from the ELPA Initial Screening and other information or data are used to determine eligibility for LEP services.
2007-2008 ELPA Initial Screening What assessment accommodations are available to students during the ELPA Initial Screening? • All students with disabilities who are potential ELLs can participate
2007-2008 ELPA Initial Screening • Refer to Assessment Accommodations Summary Table for specifics • Use of an accommodation is based on school record • Decisions are made on a student-by-student basis
2007-2008 ELPA Initial Screening • Nonstandard accommodations change construct being measured • Students using nonstandard accommodations will not count as being assessed for participation
2007-2008 ELPA Initial Screening What test materials will be used? • Five levels of assessment (see schedule for ordering and administration at different grade levels) • Part A and Part B
2007-2008 ELPA Initial Screening • Students mark answers in test booklets at Levels I and II • Students mark answers in answer documents at Levels III through V • Reusable Speaking booklets for levels I and II
2007-2008 ELPA Initial Screening • Speaking sections included in test booklets for Levels III through V • One Manual/Directions for Administration (DFA) for each level
