2. Incumbents are people currently holding office. Voters blamed them for the recession, the federal deficit, and government gridlock.
3. Some members of the House outraged the public by bouncing checks repeatedly at the House Bank.
4. The 27th Amendment was ratified in 1992. It prohibits any Congressional pay raise from taking effect until after the following election.
5. Another uproar followed President Bush’s nomination of Clarence Thomas to the Supreme Court in 1991.
6. Anita Hill was a former coworker (law professor). She testified that Thomas had sexually harassed her.
7. Thomas was still confirmed to the Supreme Court.
8. Bill Clinton was the leading Democratic candidate in 1992. The press raised questions about his character because of his failure to serve in the Armed Forces during Vietnam.
