  1. SWG Mechatronics Presentation of region and cluster-activities PP8 IPE (RO) Some industries are sometimes at sunset…but, in the same time, new opportunities might rises! First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  2. Outline • The analysis of Mechatronics sector in the region of PP8 IPE (RO)regarding the possibilities to create a cluster - UPB-CETTI-ITA presentation • Economic activities & companies involved in the mechatronics cluster construction • Expectations of the companies which will intend to become cluster members • UPB-CETTI-ITA experience in similar activities • Necessary support for successful cluster construction First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  3. The analysis of Mechatronics sector in the region of PP8 IPE (RO)regardingthe possibilities to create a cluster First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  4. Strengths: First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011 • Good education facilities in Mechatronics at pre-university & university level. “Politehnica” University of Bucharest: Mechatronics & Mechanics faculty; • Robotics platform EUROP-RO (Romanian Branch); • The National Institute of Research and Development in Mechatronics and Measurement Technique (INCDMTM) • Romanian Review Precision Mechanics, Optics & Mechatronics; • PRO OPTICS a private joint-stock company; • UPB-CETTI-ITA Technical & technological low cost offer for prototyping & small series- niche production on market • Existing UPB-CETTI-ITA contractual business relations • UPB-CETTI-ITA actions for promoting innovation, electronic technology & interconnection techniques.

  5. Weaknesses: • The crash of almost big industry in the late ’90 that implied the decrease of innovation activities, technological progress and young people interest in Science and Technology; • The old industries are replaced by corporations, who come for lower price qualified human resources without any innovative contribution, and low competitive SMEs; • The gap between SEE region and Central Europe increased. RO, is a catching-up country (BG, HU, SK) with EIS under the EU average value (The European Innovation Scoreboard); • The growth of economy is hindered by the lack of advanced technologies and an adequate culture of and for innovation. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  6. Threats and Difficulties: • The lack of investments funds; • The structural funds don’t cover cluster constructions; • Reliable cluster model. The memorandum isn’t enough to assure functionality; • Socio-economical & political legacy in the SEE countries; Romania: industry reconstruction base on innovative SMEs • Actual socio-economical stage of development in SEE area; • General economic crisis reflection over SEE countries and EU political aspects influence over SEE countries economy. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  7. Alba, Braşov, Covasna, Harghita, Mureş, and Sibiu County are part of Center development region in Romania, being one of the most ethnically-diverse with heavy technical traditions. • Opportunities: • Lisbon Strategy to reduce imbalances between regions of the Community and realize sustainable economy growth based on innovation as the motor for economic change. • The competitive SMEs in mechatronics • Participation in EU projects • Structural funds • Increasing market The Bucharest-Ilfov is a development region in Romania, encompassing the national capital Bucharest, as well as the surrounding Ilfov County. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  8. UPB-CETTI-ITA presentation • The Technological and Business Incubator, UPB- CETTI-ITA was founded as independent financial structure, without juridical personality in frame of Electronic Technology and Reliability Chair, Faculty of Electronic, Telecommunication and Information Technology (ETTI), “Politehnica” University from Bucharest. • CETTI-ITA is an entity of the National Network for Innovation and Technological Transfer “ReNITT” certified by the Office of Education and Research – National Authority for Scientific Research, patent act no. 11/10.03.2006. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  9. UPB-CETTI-ITA Mission: • Promotion of knowledge transfer, innovations and technologies developed in the university environment towards industry through physical or virtual incubation of the Small and Middle Enterprises or persons. Analysis of the electronic technology evolution and assumption of the knowledge and technologies from industry in order to develop the technical base as support for increasing the efficiency for activities in university environment. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  10. UPB-CETTI-ITA Technical & technological support First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  11. Actions for promoting innovation , by facilitate and accelerate the natural innovation development especially in the interdisciplinary field of microsystems & mechatronics technologies using intensive and balanced development of the two sides of the knowledge triangle: by education to obtain learned knowledge and by scientific investigations to gain experienced knowledge, to achieve the “critical mass” of people with innovative capabilities. The “critical mass” concept, promoted by UPB-CETTI-ITA, is the threshold for natural sustainable innovation development based on EIS/EII results. 12. Inventors & Innovative SME Innovation Actions for promoting innovation Knowledge Education Increasing the Critical Mass of people and SMEs by improve the competence Theory Practice UPB CETTI-ITA Actions Industry DFM Theory & Hands-on activities First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  13. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  14. Examples of technical & technological support offered to SMEs and/or partner companies First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  15. Economic activities & companies involved in the mechatronics cluster construction First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  16. Expectations of the companies which will intend to become cluster members • Increase the visibility on the market by creating a common marketing platform; • Exploit the cluster partners complementarities; • Promote common projects and define a common proactive politics in order to attract and use national & EU funds; • Optimising the common resources usages; • Improve the management and realise efficient organizational structure for each of cluster partners ( Ex: Transfer the DFM/PCB design activities of one’s partner to UPB-CETT-ITA); • Create a common data base for suppliers, customers; • Create an adaptive EMS offer to the market (prototyping & small series/medium & large series) using cluster complementary production facilities. First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  17. UPB-CETTI-ITA experience in similar activities • The UPB-CETTI-ITA actions to create a cluster structure are base on existing functional & innovative structure based on economic contractual relations of physical & virtual incubated SMEs, national & international partners companies and national & EU project partners; • UPB-CETTI-ITA has a strong experience in organising international workshops, professional contest (Interconnetion Techniques in Electronics – TIE, www.tie.ro, 20th Edition in 2011) and conferences (International Symposium for Design and Technology of Electronics Packages – SIITME, www.siitme.ro, 17th Edition in 2011 ). First Mechatronics SWG in Bologna – Italy, 18th -19th January 2011

  18. Necessary support for successful cluster construction • Reliable models; • To be in connection with similar national & EU construction; • Support in order to clarify legal aspects regarding cluster construction and work; • Support and partnership for national & EU programs regarding clusters construction and developing in order to assure functionality and services offered extension; • To establish conditions and possibilities to be partner at the national & EU Level.
