  3. Legislation • S.629 / H.R. 679– Honor America’s Guard-Reserve Retirees Act • National Guardsmen are not considered veterans unless they serve at least 180 consecutive days on Title 10 active duty orders • Has been included in Senate “Megabus”

  4. Legislation • S.1320 / H.R. 2785– Military Reserve Jobs Act of 2013 • Provides 5 preference points to grey-area retirees • Provides 4 preference points to serving reserve-component members who have completed 10 years of service • Provides 3 preference points to trained members of the reserve component who have completed six years of service • Has not been acted on by the House or Senate.

  5. Legislation • Protecting Military Technicians • We had language included in the NDAA • Language was stripped out during the compromise NDAA that was produced at the end of the year. • Working to get the language included again in this years NDAA.

Legislation • Early Retirement • Will be a long fight • Has been recommended multiple times throughout the years • Looking for legislation that would reduce military retirement pay by one year for every two years served after 20 years of service. • EANGUS presented this to the Military Compensation and Retirement Modernization Commission • No legislation introduced yet.

Legislation • National Commission on the Structure of the Air Force • Air Force should include in all future budget submissions a specific funding line for “operational support by the Air Reserve Component” • As the AF acquires new equipment, force integration plans should adhere to the principle of proportional and concurrent fielding across the components. Meaning new equipment will arrive at the Air Reserve components simultaneously with its arrive at the Active Component. • DoD and the Air Force should treat Homeland Defense and DSCA as real priorities and Governors as essential stakeholders in the planning process. • Reduce the number of duty statuses from 30 to 6. • Recommended a 55% AC to 45% RC proportion.

Legislation • Army Force Structure • This will be submitted in the very near future • The current plan is to transfer all 192 Apaches from the Army National Guard to the Active Army Combat Aviation Brigades • Also transfer 105 Lakotas and 30 OH-58D helicopters • The Army would give the ARNG 111 older Blackhawks in return (a net loss of 104 aircraft) • Downsize ARNG Brigade Combat Teams from 28 to 22 • Take Combat Aviation Brigades from 10 to 6 • Removes all Attack Aviation Brigades from 8 to 0. • Reduces ARNG end strength down to 315,000 – a level unseen since the 1950s
