Update Meeting Agenda • Welcome – Sr. Joan Lescinski, President • St. Ambrose Initiatives Update – Tim Phillips • Review of Neighborhood Council Work – Council Members • St. Ambrose Planned Institutional District (PID) Process – Tim Phillips, Dean & Mike Poster, Vice President for Finance • Questions

St. Vincent’s Lot Usage • 98 spaces, purpose for infrequent use • Completed in January (lighting) • Residential storage (don’t use cars every day) • Special events (ask faculty/staff to use for day) • Minimize disruption and get cars off streets • Zone 3 – 30 permits currently issued • Challenging to change student patterns mid-year • Spring enrollment less that fall • 120 additional Zone 1 permits issued in January • 60 Zone 2 permits issued in January

  4. St. Vincent’s Tributary • Concerns raised about debris & fallen trees • St. Ambrose property but City monitors • Area is designated a flood plain • Corp of Engineers monitors given natural tributary • City instructions may not alter tributary except through enhancement practices (clearing out unwanted trees and planting prairie plants) • Working with Partners of Scott County and City • Scheduled site for Clean Up & Green Up (April 28) • Scheduled site for Xstream Clean-up (Aug 17-18)

  5. North Residence Hall Update • Completed by August 1 with 200 beds • North Hall slated as academic theme building • Projections anticipated to meet student need • Increases campus residential capacity to 1700 • Current projection little or no surplus of beds • Incentives to live on campus only • Of 165 incented off last year, 109 graduating • 56 juniors subject to off-campus cap this year • Appeals are considered but few approved

St. Ambrose Purchases since August LocationIntended Use • 2116 Gaines (7/1/11) student housing • 2032 Brown (7/5/11) student housing • Includes 2032 ½ duplex • 2143 Warren (11/1/11) retired priest (May) • Currently 3 students this spring to assist parking lot construction timeline for August. • 2003 Brown (11/29/11) to be determined

St. Ambrose Outreach • Developed Neighborhood e-newsletter • Sent quarterly with St. Ambrose happenings • First will be sent in March • Sign up tonight on the available laptops • Grants support neighborhood group formation • Martin Luther King Parkway signs on Marquette • Galvin tickets available (333-6251) • Fighting Bee regular season athletic tickets available (333-6229)

Vision • The vision of the NRC is to create a model for communication, innovation, conflict resolution, service response, neighborhood stability and University operation through a spirit of mutual regard and respect for all individuals in their living, learning and work environments. (Approved 12/10/08) • The mission of the NRC is to build positive relationships among the City of Davenport, St. Ambrose University and the neighbors directly surrounding the main campus toward management of the University’s growth and improvement of the quality of life for the surrounding neighborhoods. Neighborhood Relations Council • NRC now restructured with rotating chairperson, currently a neighbor representative. • Goals focused on for 2012 year: • NRC will monitor, identify neighborhood issues and participate in PID process with St. Ambrose and the city • NRC will continue to participate and provide input to the SAU Master Facility Planning • ProcessIdentify and address general neighborhood issues of overlap between City, St. Ambrose and neighborhoods

NRC Updates – cont. • Connect students more directly in the NRC process to develop collaborative relationships • Engage with monitoring new ordinances on rental property to understand enforcement • Establish ratios for rental to owner occupied with support from City of Davenport Planning Dept. and Davenport Police Dept. • Continue to monitor collection of St. Ambrose local addresses, monthly Ambrose communications, and rentals of concern

What we are still working on: • Strengthening neighborhood groups • Parking lot management & demand • Partnerships to foster neighborhood stability • Managing neighborhood behavior • Engaging landlords more directly • Mechanisms for communication to you • Influencing reduction of negative growth impact on neighborhoods

St. Ambrose PID Process • Process currently before the City council • January 31, 2012 – moved forward by Planning and Zoning Commission • February 15 – Committee-of-the-Whole Meeting (official Public Hearing and Community Development Committee discussion) • February 22 and March 14 – City Council Meetings (first and second readings) • March 28 – City Council Meeting (third reading of ordinance and vote)
