Major needs identified from UNDAC missions in 2004/5 • Need to be able to simultaneously deploy multiple UNDAC teams in a region working in multiple languages • Need to further resolve the issue of EU Civil Protection Mechanism in the field • Need to ensure the entities in the international disaster response system are aware of accepted disaster response methodology i.e. INSARAG Guidelines and OSOCCs and utilise it. • Humanitarian – military coordination in natural disasters and where UNDAC fits in.
FUTURE DEVELOPMENT OF THE UNDAC SYSTEM • UNDAC – UN Disaster ASSISTANCE ( rather than ‘Assessment’) and Coordination team • Utilise UNDAC members expertise for disaster response preparedness • Rationalise size of UNDAC team – small, professional, available • Africa regional team ? Part of Europe-Africa regional team ? • Development of Partnerships
Development of Partnerships • Joint UNEP-OCHA Unit • IFRC and National Red Cross Societies • UNJLC • Regional Organisations-, ASEAN, CEPREDENAC, CDERA, ECHO, ECOWAS • With the military in the field ?
Areas of emphasis in 2005 • Consolidation of the Africa UNDAC Team • Further clarify relationship in the field with EU response mechanism • Support Modules in Asia through development of the Asia Pacific Humanitarian Partnership. • Standardise methodology for disaster response preparedness UNDAC missions.
Areas of emphasis in 2005 • Replace pre-positioned UNDAC mission equipment in regions • Develop partnerships • Try and create procedures for coordination with international military in the field
