SYNDICATE 3 • What are we doing currently in theatre to reduce the risk of corruption? • Do we have the right procedures and guidance to support effective civil-military cooperation in stabilisation, reconstruction and governance efforts? • What are the main concerns and what areas should be improved?
SYNDICATE 3 What are the corruption risks? • COM ISAF: Corruption is the number one risk to the ISAF mission • No “Safe and Secure Environment” (SASE) and no “Freedom of Movement” (FOM) = no action in counter-corruption • Military planning is “short term”, counter-corruption is “long term” • Shortfalls in the (military) power of NATO forces may lead to feeding corruption.
SYNDICATE 3 What are the corruption risks? (cont’d) • Role of NATO post 2014 • “Global players” vs. local companies • Scarce resources • Dependency economy • Lack of proper assessment of the environment regarding prices, wages, etc.
SYNDICATE 3 • What procedures are currently • being applied in theatre to reduce the risk of corruption? • Lack of: • Right person to the right position • Short term vs. continuity • Existing / to be improved: • Use of the US-document “Money as a Weapon System” • ISAF: Evidence based operations • Quality control through the overall contracting/procurement process • Capacity building • “Afghan First” – policy
SYNDICATE 3 • Do we have the right procedures • and guidance to support effective civ-mil cooperation? • Requirement for overarching policy: “One size fits all” does not apply, there have to be guidelines • “Top down” approach to create leading documents on effective civ-mil cooperation • Utilize existing guiding principles • Establish NATO training (one mission – one training)
SYNDICATE 3 • What are the main concerns and • what other areas should we focus on improving? • Lack of proper coordination with other actors / key stakeholders. • Lack of common long-term strategy • Requirement to work with Host Nation authorities, use local structures; keep military footprint as small as possible • Where are the BP / LI / LL from IFOR, SFOR, ALTHEA, KFOR, ISAF? • No more studies on corruption, work for solutions • Lack of early planning
SYNDICATE 3 • What are the main concerns and • what other areas should we focus on improving (cont’d)? • Countering corruption is not core role for military; the negative effect of corruption erodes the mission. • Military in a supporting role – integration of other actors essential • Successful and sustainable fighting against corruption promotes good governance, stable Host Nation and strong economy
SYNDICATE 3 • Recommendations • Requirement for a trigger in NATO-policy • Requirement for an integrated framework strategy incorporated into the campaign plan • Requirement for a task force to develop / implement / support the strategy and policy
