PREFACE • RSRDC executing various important building and road works in Rajasthan, Delhi, Chandigarh and trying to get major works in other states. • The works are to be carried out as per approved specifications and these specifications are to be checked time to time by performing Quality Control tests in field laboratories at site and other approved laboratories as per codal provisions. • Therefore Quality Control is a main activity during execution of works and good presentation of Quality Control measures has become a necessary part of work. • At present field laboratories are working at all sites as per requirement of the work and there is a central laboratory at head office level where time to time Quality Control tests are being performed.
AT A GLANCE • At present one Resident Engineer & one Assistant Resident Engineer are working in the Quality Control unit, Jaipur. • Further provision of three Assistant Resident Engineers is taken for smooth working at different locations i.e Jodhpur, Kota & Bharatpur to cover all Rajasthan.

INSPECTIONS • Time to time inspection of works is being carried out by Quality Control team headed by R.E. (Q.C.) in which Quality Control records are checked and due test are also performed at site in presence of Q.C. team. • M.D, G.M/ C.P.M, S.E’s inspect the works and get performed the Quality Control test checks during their inspections at works. • The Quality Control tests which cannot be performed either at field laboratory or at central laboratory H.O, RE (Q.C.) may get performed the test from any approved laboratory and the payment of the test will be made by RE Unit- II, Jaipur. after due verification of bill and chargeable head by RE (Q.C.)

METHODOLOGY • RSRDC has circulated the two formats of Quality Control tests and Resident Engineers have been directed to send the information's fortnightly to Head office. • Resident Engineers have been directed to link the quality control results with payments. If there is any discrepancy found in the results obtained at site and standards of ISI, the work shall be accepted/rejected accordingly. • Guidelines for Quality Control measures in field laboratories have been issued.
FUTURE PLAN • A manual for Quality Control tests in field laboratories is being prepared in which all information's regarding Frequency, Specifications, Apparatus, Method of tests etc. being collected from different related I.S. codes and after compilation will be kept at one place. • Observation sheets for all field tests are being prepared and will be circulated for similarity in all units. • A work shop on Quality Control tests is being arranged to update the Engineers.
PROPOSED NORMS OF QUALITY CONTROL TESTS Resident Engineer (concerned) – All works in his jurisdiction. Superintending Engineer – All works in his jurisdiction. General Manager/Chief Project Manager –A&F of Rs. 200 lacs and above. Managing Director –A&F of Rs. 500 lacs and above. RE (Q.C.) –A&F of Rs. 100 lacs and above. Managing Director have discretionary power to direct any officer to conduct Q.C. test of any work.
Norms of Laboratory equipments to be provided by contractor • For works costing up to Rs. 25.00 lacs. • Sieve set for fine and coarse aggregates. • Cube moulds for cement mortar and concrete. • For works costing Rs. 25.00 lacs to 50.00 lacs. • Same as above • Cube testing machine for cement mortar cubes. • For works costing Rs. 50.00 lacs to 75.00 lacs. • Same as above • Cube testing machine for cement concrete cubes. • For works costing Rs. 75.00 lacs and above. • Same as above with complete field laboratory setup.
