South Africa’s approach to development co-operation • Development cooperation is a vehicle to advance South Africa’s foreign policy goals, which are informed by domestic priorities. • To date, South Africa’s approach to development cooperation has been informed by the country’s foreign policy, especially the goals of Consolidating the African Agenda through supporting the African Union, and NEPAD, initiatives, as well as sub-regional initiatives under SADC and SACU. • The African Renaissance and International Co-operation Fund (ARF), has been the primary bilateral tool used for development cooperation in Africa
Link to Outcome 11 - Create a better South Africa and contribute to a better Africa and a better world • To create a better South Africa and to contribute to a better and safer Africa in a better world, the vision we aspire to is one where South Africa, informed by its national interests, is a globally competitive economy and an influential and leading member of the international community. • South Africa should be a key promoter and contributor to sustainable development, democracy, the rule of law, human rights, and peace and security, within a safe, peaceful and prosperous Southern African Region and Africa, as well as a fair and just world.
SADPA VISION AND MISSION VISION To develop partnerships that drive innovation around development cooperation in Africa and developing countries to create self-sufficient societies. • MISSION • Inform and direct the SA’s development cooperation to achieve the African Agenda, the SDG’s and to enhance international relations through the initiation, coordination and facilitation of outgoing development cooperation partnerships for ALL organs of state. • Ensure singular governance for outgoing development cooperation partnership’s by creating cohesion, alignment and policy harmonization for ALL organs of state.
CORE SADPA PROGRAMMES • Humanitarian Support • Human Resource Capacity Building • Post Conflict Reconstruction and Development • Good Governance – Building Capacity for Elections • Economic Cooperation • Trilateral/Multi-partner Cooperation • IBSA Poverty alleviation Fund
SADPA MACRO FUNCTIONS • Develop policy guidelines on outgoing SA development cooperation and ensure coherence throughout government in implementation • Support programmes and projects in respect of outgoing development cooperation partnerships and use the Fund to support programmes and projects • Provide technical advice on foreign policy in the areas of DC • Build and maintain close cooperation and liaison with international development cooperation agencies and other stakeholders on behalf of Minister DIRCO • Maintain oversight for all SA’s official outgoing development cooperation & assistance - bilateral, trilateral & multilateral partnerships with countries, development institutions, civil society and the private sector • Conduct an Annual Accountability Audit, and Monitoring and Evaluation for all outgoing Development Co-operation • Ensure effective management and admin of the Partnership Fund for Development
PROGRESS OVERVIEW • DIRCO has completed all steps for the establishment of SADPA - Business Case, - Draft Partnership for Development Bill (Funding Mechanism), - Institutional Arrangements • Next Steps - The Executive Authorities of DIRCO and National Treasury to agree on institutional arrangements. - Draft Bill, once amendment is completed, will be submitted to Cabinet for approval to Gazette for Public comment
