Why A.L.I.C.E.? • SISD’s Safe & Civil Schools Committee recommended updating the Active Shooter Protocol • 6 SISD Staff completed training to be A.L.I.C.E. Trainers • Proactive A.L.I.C.E. Response is recommended and endorsed by: Dept. of Homeland Security, International Association of Chiefs of Police, US Dept. of Education, NYPD, many state safety task forces in response to mass shooting incidents • Data from mass shooting incidents show: • Lockdown alone resulted in higher casualty rates (Sandy Hook Elementary) • Evacuations yielded higher survival rates (Virginia Tech) • Average response time of law enforcement to an Active Shooter scene is 5-6 minutes • Lone shooters 98% of the time • Most shooters kill themselves before/as law enforcement arrive • Lack advanced skill in shooting, but have an accuracy rate >50%
Research Based Proactive Protocol:A.L.I.C.E. • Alert: all are authorized to announce, no codes used • Lockdown: lock door, tie down /barricade door, cover window, move away from door • Inform: use technology to provide play-by-play information from command center • Counter: interrupt the skill set needed to shoot accurately with noise, movement, throwing items • Evacuate: based upon information, run in a zigzag pattern out of school to Rally Point • *No specific order • *Goal is to evacuate, get away from the danger
Clarification on “Counter” • Last resort when other options are not available • This is not fighting the attacker • Use of simple, proactivetechniques involving distractions that will make the intruder’s ability to shoot accurately more difficult. • Noise – super loud • Movement – running around room and create chaos and evacuate • Throwing items at the intruder’s head – everyone has a natural reflex action • Swarm technique is for adults • Involves grabbing the intruder’s limbs and head and taking them to the ground, holding them there
Now 4 Threat Levels: Code Green – Low Threat Code Yellow – Elevated Threat Code Red – High Threat A.L.I.C.E. Active Shooter Threat

A.L.I.C.E. A.L.I.C.E. Organizational Certification • For SISD to achieve “Org Cert” status: • 1. 75% of full time employees must complete the ALICE eLearning • 2. Upload the Emergency Operation Plan in which ALICE has been adopted • 3. Upload the Scenario Trainings conducted by ALICE certified instructors and Campus Drill Sheets
