  2. JDOMS MISSION The mission of the JDOMS is Homeland Security encompassing both Homeland Defense and Civil Support. This includes the preparation for, prevention and deterrence of, and response to, threats and aggression towards critical infrastructure, and support to civil entities in crisis management, consequence management, and domestic support. Civil Support Missions include, but are not limited to, response to natural disasters such as hurricanes, floods, and tornados; response to WMD (chemical, biological, or radiological incidents), and support to civilian law enforcement agencies, including counter-drug activities, and response to civil disturbances and insurrections.

  4. MISSION On order, the Louisiana National Guard conducts Military Support to Civil Authorities (MSCA) operations in order to protect the citizens and property of the State of Louisiana and to mitigate human suffering.

Parish Planning Considerations • Identify your requirements that are beyond your local and regional capabilities to GOHSEP • State ESFs review gaps in conjunction with GOHSEP • State ESFs will work with Louisiana National Guard planners to prepare for contingencies to support the State ESF requirements to support Parish needs beyond their capabilities

MISSION ASSIGNMENT PROCESS • Upon Declaration, a Parish requests support from GOHSEP via a mission request. • GOHSEP determines what State ESF will handle the mission. • On order, the Louisiana National Guard conducts Military Support to Civil Authorities (MSCA) to support the ESF that is performing the mission as required.

Military Support to Civil Authorities (MSCA) Capabilities • Support State emergency functions in the EVACUATION phase as follows: • Transportation support (ESF-1 DOTD) • Communications support (ESF-2 GOHSEP) • Command & Control support (ESF-5 GOHSEP) • State run shelter support (setup & security) (ESF-6 DSS) • Assist Federal military aviation with medical evacuation (ESF-8 DHH) • Assist with security for evacuation (ESF-13 LSP) • Prepare for commodities distribution (ESF-7 GOHSEP) • Support State emergency functions in the RESPONSE phase as follows: • Search & Rescue (Aviation, land, waterborne) (ESF-9 LDWLF) • Engineering Assessment (ESF-3 DOTD) • Anti-looting (ESF-13 LSP) • Commodity Distribution (ESF-7 GOHSEP) • Emergency Communications (ESF-2 GOHSEP) • Transportation (ESF-1 DOTD)

ESF-16 Mission • Facilitate Military Support to Civilian Authorities • Coordinate with Emergency Support Functions 1-15 • Insures proper utilization of National Guard forces • Liaison Officers (LNO) • With each ESF Lead Agency • With Parish Emergency Operations Centers Emergency Support Function ESF-16 MILITARY SUPPORT

  11. NATIONAL GUARD LIAISON MISSION …To prepare for and respond to emergency situations at the Federal, State, Regional and Parish level by providing military support, advice, and assistance to supported civilian agencies…

USE OF NATIONAL GUARD • National Guard assets may not be used on private property except in life or death situations. • National Guard resources may not be used to assist “for profit” agencies. • National Guard resources may not be used in lieu of a readily available contractor (Economy Act). • National Guard maintains Command and Control of all National Guard forces, coordinating with State ESFs supporting Regions and Parishes (see Disaster Act Sec. 727, E.)

The LANG SRT is maintained in reserve as a Ready Reaction Force (RRF) which can deploy anywhere in the OE either independently or ICW the QRF/BRF as a weighted main effort. • For “Large Scale” Battlespace owning units are BDE-level units with the following Responsibilities: • Conduct security operations • Provide Incident Command for lily pads • Conduct Ground SAR/general evacuation support • Provide logistical support for any TACON unit • Provide C2 and conduct commodities distribution (POD OPS) • Provide local liaison • Pre-scripted mission assignments in AOR not assigned to GS unit • General support units will serve in a TACON relationship with battlespace owner CARROLL • Steady State” response forces are assigned on a rotational bases to a BN in the North and a BN in the South using a scalable QRF/BRF element.
