Title I: Assistance for Disadvantaged Students Provides funds to districts and schools with high numbers of children who are disadvantaged. Funds must support supplemental educational services: Ensure that all children have an opportunity to obtain a high-quality education; and Reach proficiency on challenging state academic achievement standards and assessments.
Title I: Assistance for Disadvantaged Students In Title I Targeted Assistance Programs: ELLs must be identified to receive Title services based on multiple, objective, educationally related criteria. In Title I Schoolwide Programs: All funds may be used to increase the amount and quality of learning time for all students, including ELLs.
Recommendations for the use of Title I ARRA funds and ELLs In Title I Targeted Assistance Programs Extend the day for Title I identified ELL students through After-school programs or tutoring. Extend the week for Title I identified ELL students through Saturday programming. Extend the year for Title I identified ELL students through summer school programming.
Recommendations for the use of Title I ARRA funds and ELLs In Title I Targeted Assistance Programs Identify, develop/adapt, and purchase instructional materials for Title I identified ELL students. Purchase technology-based materials to support Title I identified ELL students (instructional software, digital visual presenters, interactive technologies, etc.).
Recommendations for the use of Title I ARRA funds and ELLs In Title I Schoolwide Programs The preceding examples may be implemented for all ELLs. See the following slides for additional examples.
Recommendations for the use of Title I ARRA funds and ELLs In Title I Schoolwide Programs Concentration of support in Middle and High School. Assess current programs for ELLs in secondary schools. Identify and develop appropriate curricula and instructional methods for ELLs. Provide focused professional development on strategies to support ELLs for subject area teachers.
Recommendations for the use of Title I ARRA funds and ELLs In Title I Schoolwide Programs Increase support staff for ELLs. Expand professional development for all staff that explicitly addresses the needs of ELLs. Collect data on ELL programming for effectiveness. Invest in technology for ELL support. Prevent school dropouts. I ncrease parental engagement of families of ELL students.
Considerations for using Title I ARRA funds: All fiscal, reporting, and accountability parameters related to Title I and Title III apply to the ARRA funds, including: Supplement, not supplant Comparability Serving Private School students Parent Involvement
