TA – Targeted Assistance • NCLB Section 1115 • School Eligibility • Must be Title I eligible (poverty at or above district average) • Program Purpose • Assists participating children (low-achieving) to meet proficiency on state content assessments
TA – Targeted Assistance • Planning • Includes general description of TA activities to support students identified for services & criteria for selection of students • Use of Funds • ONLY used to directly support programs for eligible students
TA – Targeted Assistance • Consolidating Funds • Coordination with other programs is expected • Consolidating funds is NOT allowed • Supplement • Must be used to supplement services provided in the absence of Title I funds
TA – Targeted Assistance • Student Eligibility for Services • Criteria for services must be: • multiple • educationally related • objective • For preschool-grade 2, judgment of teacher, interviews with parents, & other developmentally appropriate criteria • Criteria NOT based on income level
TA – Targeted Assistance • Students automatically eligible • Head Start • Even Start • Migrant • Neglected or Delinquent • Homeless
TA – Targeted Assistance • Incidental inclusion • School may provide, on incidental basis, Title I services to children not identified as participating only if: • Services are designed to meet needs of Title I students and focused on those students, • Does not decrease amount, duration or quality of services to Title I students, • Does not increase cost of services, • Does not exclude any children who would otherwise receive Title I services
TA – Targeted Assistance • School Personnel • Staff paid with Title I funds work with Title I students • May assume limited duties assigned to similar personnel, in same proportion • Time and Effort reports required • Paraprofessional Requirements • Only those paid directly with Title I funds must meet qualifications
TA – Targeted Assistance • School Improvement • Subject to school improvement provisions • If school at Level 2 or above, must use 10% of Title I school funds for professional development • Parent Involvement • Must comply with Title I requirements
TA – Targeted Assistance • Professional Development • Must comply with Title I requirements • Professional development paid for with Title I funds may include any teachers that serve Title I students at some point during the day, not just those teachers paid with Title I funds • May not include staff who do not serve Title I students at some point (guidance letter from Ray Simon 2004)
TA – Targeted Assistance • Each TA program must: • Use Title I resources to help participating children meet state standards • Ensure planning for students in TA program is incorporated in existing school planning • Be based on effective strategies for improving student achievement
TA – Targeted Assistance • Each TA program must: • Use instructional strategies that… • Gives priority to extended learning time (before- or after-school, summer, extended school year) • Helps provide a high quality curriculum • Minimizes use of the pull-out model • Coordinate with/support regular educational program • Provide instruction by highly qualified staff
TA – Targeted Assistance • Each TA program must: • Provide opportunities for professional development for staff working with TA students • Provide strategies to increase parental involvement • Coordinate with other federal, state, and local services/programs
SW – Schoolwide Programs • NCLB Section 1114 • School Eligibility • Poverty level must be at least 40% • Program Purpose • Designed to upgrade entire educational program in Title I school, including for low-achieving students
SW – Schoolwide Programs • Planning • Comprehensive SW developed for reforming total instructional program • One year planning period is normal • Reviewed & revised annually • Use of Funds • Used to serve all students to meet needs identified through comprehensive needs assessment
SW – Schoolwide Programs • Consolidating Funds • May be consolidated with other funds (federal, state, local) • Exempted from specific statutory requirements, but must meet intent and purposes of all federal programs included • Supplement • Title I funds used ONLY to supplement the amount of non-federal funds
SW – Schoolwide Programs • Program requirements • Still must meet specific requirements of some programs before using funds in SW: • IDEA – funds up to cap, meet all requirements • Migrant – consult with parents, meet special educational needs first • Indian Ed – parent committee approval • Reading First – funds may not be combined
SW – Schoolwide Programs • Student Eligibility for Services • Not required to identify particular children as eligible to participate in services or to provide supplemental services to such children • All students considered Title I
SW – Schoolwide Programs • School Personnel • All supported by Title I funding; may assume any duties • Semi-annual certification required • Paraprofessional Requirements • All paraprofessionals in SW are considered Title I & must meet qualifications
SW – Schoolwide Programs • School Improvement • Subject to school improvement provisions • If school at Level 2 or above, must use amount equal to 10% of school Title I funds for Prof Development (from any source) • Parent Involvement • Must comply with Title I requirements
SW – Schoolwide Programs • Professional Development • Any staff may participate in professional development as all are considered Title I
SW – Schoolwide Programs • A SW must include the following: • Comprehensive needs assessment of entire school • Reform strategies • Instruction by highly qualified teachers & plan to attract HQ teachers • High quality, ongoing professional development for teachers and aides
SW – Schoolwide Programs • A SW must include the following: • Measures to include teachers in decision-making regarding use of academic assessments • Strategies to increase parental involvement • Plans for assisting transition of pre-school children
SW – Schoolwide Programs • A SW must include the following: • Ensure identification of and timely assistance to students having difficulty • Description of how school will use Title I and other resources to implement SW components • Listing of funding from other state and federal programs included in SW
