Explanations of terms Quality Management System (QM-system): a management system to direct, control and improve the quality of care. Quality Framework: the framework describes what to do (not how) and contains an interrelated set of rules and criteria required for implementing a QM-system. Response categories in the questionnaire: • Obliged by law, decree or contract: the obligation to apply QM-systems by third parties with controlling or sanctioning power (not voluntary). These obligations may be issued by law (legislation), by decrees (for example from inspectorates) or by contract with paying parties (insurers, funding). • Recommended by authoritative bodies: Recommendations may stem from national or regional authorities, professional bodies or umbrella organizations, consumer organizations or authoritative (national) institutes without controlling or sanctioning consequences (voluntary). • Private initiative: the application of QM-systems on own initiative or individual choice. There is no legislation and no recommendations by authoritative bodies.
