Stakeholder Perspectives – Graduation Background • To gather perspectives from selected workshop participants – 37 interviews with Government of Kenya (GoK) officials at national and county levels, a range of development partners working in the field, several NGOs and researchers. • Rapid process used to inform the workshop design and content. • Explored: • Graduation programming • Perspectives on graduation at scale • Key pillars of a graduation approach • Workshop priorities • Views presented are drawn from interviews.
Stakeholder Perspectives – Graduation There is huge interest in the graduation from poverty space in Kenya. • Range of pilots, Kenya Social & Economic Inclusion Project pilots, development partners looking to invest further in this area and GoK commitment to develop graduation programming. • Key pillars of a ‘graduation’ approach. • How to scale pilots. There is a need to build an evidence-based approach. • Knowledge and learning hub. • Gaps in research and learning. • Coordination and dissemination of what is emerging.
Stakeholder Perspectives – Graduation There is a need for an effective structure and leadership (at national and county levels) to coordinate the huge range of efforts and maximize impact. • Several actors working or planning to work in this space. • More effective coordination and sequencing of different interventions is needed. • Success requires coherent government leadership involving a range of Ministries and County Governments. • The Ministry of Labour and Social Protection is demonstrating early stage leadership. • Build ownership across GoK including building political will and understanding on graduation at all levels.
Stakeholder Perspectives – Graduation One size does not fit all. Flexible approaches are needed based on geography and population groups.
Stakeholder Perspectives – Graduation Financing of graduation. Innovative financing models are emerging – mobilizing social impact investors and harnessing the payment by results agenda alongside better coordination of current investments to lead to graduation goals. Capacity to implement. Questions around implementation arrangements, staffing, capacity and the role of current implementers in the future.
