CBD Roadworks Program Management Peter Egan Main Roads Western Australia AITPM 19 June 2014
Background • December 2012 – State Government decides coordinated approach required • Large Scale projects • Elizabeth Quay • Perth City Link • Perth Stadium • CBD Roadworks Steering Group • Working Group(s) • Programming Group
CBD Roadworks Program Management Objectives • Coordinate major roadworks to minimise disruption to traffic • First point of contact for major roadworks info in and around the CBD • Provide advice & assist in traffic management approvals • Facilitate regular stakeholder meetings and workshops • Collate and share information • Provide traffic planning maps to assist in journey planning • Provide communications • Monitor and optimise performance at traffic signals in the CBD - TOC • Dispute resolution
Communications • CBD Communications Control Group • MRWA, PTA, Transport, MRA, CoP, Water Corp • Radio – Targeted and live crosses • Australian Traffic Network channel 7 and 9 direct from TOC • Newspaper • Twitter • Right Move Perth Phone App - DoT • CBD Roadwork Maps – MRWA website (3,500 visits) • Get the Bigger Picture – Interactive Perth Roadwork Map • Perth Now – Perth traffic page, updated via twitter • Customer Information Centre (138 138 ) available 24/7 • Variable message and physical signs
Notice Requirements • Inadequate time to review TM proposals • TM is an important requirement – seems to be left to last minute • MRWA have notice requirements for lane closures and for advertising requirements • We need time to consider other options…..
Innovative Thinking • Night work and double shifts – get in, get out • Full road closures – If required we can examine closing the road for the entire weekend or number of nights. More pain but not dragged out • Close the road completely over a long weekend or during school holidays • Close one lane at a time – keep access open • Build temporary roads on the ultimate alignment - Gateway • What's best for the travelling public? – Not always the best for the construction program
Lessons Learnt • Generally Project Managers are focused on the Project e.g. Cost, Time etc. • TM is a very important part of the Project • We can assist if given enough time • Projects can be moved if agencies are given enough time • Approval for TMP’s is not a given and the process takes time. We can assist with TMP’s and considering alternative options • AWTM, RTM, PM, Traffic signal experts, Councils, sit down early and discuss issues – Establish working group to open lines of Communication • Use lessons learnt from other projects – traffic volumes may seem high but there are always options, Each situation is unique
