Integrated Waste Contract Approach • Ageing ERF in Sheffield with poor performance and pending legislation (WID) that ERF emissions would not meet • Landfill Directive targets for every Council, with financial penalties, for non achieving • Pre- PFI deal, industry response was revenue of collection service to off set investment in treatment needed • Cradle to grave approach incorporating all collection, treatment, customer support, education & awareness
Working in Partnershipwith Veolia • Awarded in 2001 for 30 years, extended by 5 years • Transfer of assets from SCC to Veolia vehicles, depot, household waste recycling centres, ERF, district energy network • Refit of ERF to support DE Network and delivery of a new Energy Recovery Facility on same site • New plant commissioned in 2005, handling 225,000 tonnes of waste
Energy Recovery • History of incinerator plants on edge of Sheffield city centre, back to 1800s • DE network developed from 1970s, at time of energy crisis • 43km of network, 2 networks, supporting social housing & city centre of old, poorly insulated municipal buildings • Generates 60Megawatts of thermal energy plus 19 Megawatts of electrical energy • Electricity sales to grid secured through NFFO
Social Housing Customers • Biggest grade II listed structure in Europe • Within a kilometre of ERF • Social housing • Under redevelopment for mixed use
Securing Customers District Energy • Carbon saving of around 20,000 tonnes compared to gas based system • Public sector - long term contracts • Getting private sector to understand the system • Expectation around pricing (usual tie to gas plus RPI) • Planning policy • Carbon Reduction Commitment
District Energy Network Development • Further development to de-carbonise network, moving back up systems from fossil fuels • Customer base moving: Network 1 - 1960s flats pull down & re-gen Network 2 – fewer leaky old buildings • City centre development (recession) • Provision of cooling, Crucible Theatre first scheme
