CMIS Background • Project funding : $1.1m General Fund • CMIS is the principal electronic offender management system at NMCD. CMIS manages offenders from pre-sentencing through probation and parole. • Project Goals: • Move from client-server to web-based • Allow easier maintenance • Enhance security • Add functionality • Consolidate screens • Leverage other states’ work through NCOMS consortium.
NMCD & NCOMS • NCOMS – National Consortium of Offender Management Systems • Sharing code with other states • Idaho to NMCD – OMP • Idaho to NMCD – Community Supervision • Alaska to NMCD – Booking • NMCD to Missouri - Security • NMCD to Missouri – OMP • Missouri to NMCD - Property • Quicker and more cost effective • $20-30M system for approximately $4M
CMIS Status • Budget • $420k of $1.1m spent • Schedule • 3 change requests • Eight weeks behind schedule for Phase 1 • Phase 2 on schedule • Scope – No scope changes • IV&V – Project yellow – medium risk
Accomplishments/Issues • Trained staff on new technologies • Successful user acceptance testing of OMP and Community Supervision • Successful train-the-trainer sessions on OMP • Successfully introducing a paradigm shift for OMP implementation • Issue – moving from a maintenance shop to a projectized shop. • Issue – Changing how NMCD does business
