1. Listening to the community • Over 1500 people attended meetings • Over 20 locations across the state • Locations included Anglesea, Kinglake, Marysville, Pakenham, Wandong, Yarra Glen, Colac, Horsham, Warburton, Olinda, Inverloch and Bairnsdale
2. Recommendations • Royal Commission • 67 recommendations • 60 supported • 5 supported in part • 1 supported in principle • 1 not supported (retreat and resettlement)
3. Government Funding for Fire Management Note: Funding in 2010-11 and 2011-12 includes one-off additional boost in funding for key infrastructure and equipment.
4. Funding • $867.3 million in new investment over four years • Brings total new investment since Black Saturday to almost $1.4 billion The $867.3 million includes: • $105.5 million for Victoria’s bushfire safety policy • $120.9 million for incident management and response • $197.5 million for fire ground response including hundreds of extra fire-fighters • $403.8 million for land and fuel management • $6.1 million for organisational structure
5. Fuel burns • $403.8 million to meet large scale fuel reduction step-up including 170 new permanent DSE staff • Currently average of 150,000 hectares • Will move to 200,000 hectares this fire season, 225,000 the following year, 250,000 the year after • Rising to 275,000 hectares in 2014 which is 5 per cent of all treatable public land in Victoria. • Rising to 385,000 hectare target within the following two years after 2014
6. Fire Services Levy • Government announced a review of the Fire Services Levy in October last year • Today’s commitment is consistent with option 6 from the Green Paper • This option will be further developed in our White Paper in February 2011 • The new model will be: • A progressive property based levy • Provide the same level of funding as the existing FSL to the CFA and MFESB respectively • Collect no more revenue that would be collected under the current model • Provide a 50 per cent concession to low income earners
7. Powerlines • Pushed through new legislation to toughen maintenance obligations, increase penalties and new incentives to minimise fire starts caused by electricity distribution assets • $2 million to trial and explore other technologies to reduce bushfire risk. • A new Powerline Bushfire Safety Taskforce
