Updates and Announcements Fingerprinting Legislation A school shall obtain a state and national fingerprint-based criminal background check…for the purpose of determining the suitability of current and prospective employees of the school department who may have direct and unmonitored contact with children. http://www.malegislature.gov/Bills/BillHtml/119472?generalCourtId=1

Fingerprinting Legislation Implementing Fall 2013 • Current employees have 3 years to submit their fingerprints • Includes anyone working in a school, school related transportation and subcontractors/laborers who work on school grounds.  • Fees - one time fee from $35 to $55. May increase over time. • Process for obtaining fingerprints still has not been determined. See the link below for updates: • http://www.mass.gov/edu/2013newsupdates/frequently-asked-questions-regarding-background-checks.html "The regulations may reflect a phased-in schedule for finger-print based background checks, provided, however, that such phase-in shall not begin prior to September. 1, 2013. ”

  6. Sheltered English Immersion (SEI) Course Updates and Announcements Implementing Spring 2014 • Anyone conducting practicum in Fall 2014 should take the spring course. We will also allow candidates to take the SEI course in conjunction with practicum in extreme cases. • Recommended sequence for undergraduates: Take the semester before student teaching • Recommended sequence same for graduate programs—The semester before practicum • DESE has stated that anyone transferring in may not transfer an SEI course from another institution.

Mentor Teacher Eligibility Requirements-additional • Qualified Mentors must have received an evaluation rating of proficient or higher on the Educator Evaluation System, if implemented within the district. • Implemented for Fall 2013 • Verified by Principal on two forms • Mentor Teacher Supervising Practitioner Application • Authorization Form for Field Experience Placement

Recording of Practicum Hours and 100 Hours in Full Responsibility Full Responsibilityis defined by the DESE as: • Assume full control of all classroom duties regularly fulfilled by the supervising practitioner • Oversee responsibilities related to the education of all students on the classroom roster

  10. License Specific Evaluation Questions • DESE - we need to explicitly assess candidates on the questions. • Implementing Fall 2013 • Printed in triplicate (Licensure file, University supervisor, Candidate)

License Specific Evaluation Questions • Included: • in Practicum Handbook Appendices • on Ed Unit website, forms library • in Candidate practicum packet • in University and Supervising Practitioner supervision folder • History, English and Biology will have crosswalk completed to determine gaps with current assessment tools (NCTE, NCSS, NSTA)

  14. Analysis of Data of the Fairness of Assessment System • Need to go back to inter-rater reliability and calibration activities • Discussion to begin modular training on Blackboard • We need exemplar key assessments • Need consistency with uploading data in TK20

The Work Ahead Goals for 2013-2014 • Better compliance with Tk20 • All SPA assessments need to go into Tk20 EACH semester—Program chairs and coordinators will identify faculty who will do this and then monitor compliance • Train adjuncts on Tk20 • Get Extended Campus Partners using Tk20 • Include adjunct and extended campus in examination of grad data • Work on calibration of all groups including mentor teachers • Provide opportunities for constituents to examine data

  16. The Work Ahead Tasks for 2013-2014 • Plan data meetings for constituents • Work with Mike Leamy on developing calibration modules on Bb. Set this up in 2013-14 for implementation in 2014-15 (Please sign up to help with this) • Review IR and do what we said we would do. See handouts.

  17. Other Pieces as We Move Forward • SPA assessments into TK20 • Collect earlier data—Programs will decide which courses and which assessments to take earlier data on for program specific analysis

  19. Revise Rubrics used in the Field • Align with the new Professional Standards for Teachers • Consider the Educator Evaluation System when revising guidelines and rubrics so candidates will be more in line with what is happening in the field.

AFI for Standard 4: Tracking Diversity Placements in Pre-practicum and Practicum • Need faculty to make sure pre-practicum survey is filled out—mandatory—how do we insure that? • Jason will be building a data base for practicum placements based on that information • Jason and Grad Chairs will work with Extended Campus to develop a process (Brine, MEC, and MAVA) for tracking pre-practicum and practicum placements

  22. Increase Retention of At-risk Students • MTEL preparation strategies for ALL our teacher candidates • Communications and Literacy is currently addressed by the Tutor Center • Content Specialty to be implemented by licensure programs • Candidate compliance in taking preparation sessions
