Principal Considerations and their Effects on System Design • National tolling strategy is a very complex task - depends on various factors: • Political drivers • Fairness – the user pays for individual use of infrastructure • Applicable to HGV and/or passenger cars • Enabling of mobility by reducing traffic • Enabling of mobility by shifting traffic (in time and space) • Concentrate HGV traffic on highways • Shift transport/mobility to other modes of transport • Economic drivers • Financing of investment & operation • “pay per mile” - according to real cost factors • Additional income Kapsch TrafficCom
Principal Considerations and their Effects on System Design • Environmental drivers • Encourage fleet renewal by lower tariffs for “cleaner” vehicles • The definition of “clean” may tighten over time according to a published plan • Price/mile or in a region may vary according to (local) pollution situation • Social drivers • Fairness and non-discrimination – all users must be treated equally • Quality of life should not degrade due to increased mobility • The system concept must be understood and accepted by the users • Support modal shift to public transport • Data protection according to legislation, but additional information available to support safety and security • Safety, Traffic Information and Management • A great deal of additional telematics applications can be developed from a Tolling System and provide additional benefits for the End User as well as for Road Operators • In designing the tolling strategy, priorities have to be ordered according to the aspects mentioned above.
