NATIONAL CONTEXT • -Morocco has a better understanding of the environmental problems; • -A national environment strategy has been developed • -well founded environmental regulations exist; • But Morocco is still facing challenging • environmental problems, • To support its SD , Morocco considers that the CDM would offer a critical and strategic contribution in promoting clean TT and environmental improvement

SETTING UP CDM IN MOROCCO • KP Ratification : 2002 • Designation of CDM DNA by ministerial order : 2002 • CDM National Strategy with UNDP-UNEP support : 2003 “Learning by doing” Approach at different levels through concrete pilot projects IMPLEMENT AND OPERATIONALIZE NATIONAL CDM STRUCTURES AND PROCEDURES PROMOTE CDM MOROCCO DEVELOP CDM NATIONAL CAPACITY BUILDING

Axis 1: NATIONAL CDM STRUCTURES AND PROCEDURES Implementation of the institutional setting for monitoring CDM activities in the country: CDM DNA CDM DNA activities • a regulation activity to set the CDM project evaluation and approval rules and procedures (prerequisites for subsequent validation and certification);   • a promotion activity centered on capacity building and marketing CDM DNA structure • a CDM National Council (CDM NC) • a Permanent Secretariat of the National Council (CDM PS) Ministry of Land-Use Management, Water and the Environment(CCU). CDM NC Activities : 2003-2004 • 1st meeting of the CDM NC in September 2003 - CDM Strategy, Organization and Procedures adopted • 2nd meeting of the CDM NC in November 2003 - First CDM projects approved - Morocco SD criteria adopted • 2003 Morocco CDM Annual ReportCDM EB • 3rd meeting of CDM NC in June 2004 - Adoption of CDM NC Internal procedures - Evaluation and approval of 10 PINs

  8. Project Evaluation and Approval Procedures The Moroccan government has implemented a standard procedure for CDM DNA to assess and approve CDM projectsproposals. Preliminary Evaluation : 2 weeks Examine the PIN : Project idea Note submitted by the project promoter In-depth Evaluation: 4 weeks The CDM DNA reviews the Project Design Document (PDD) submitted by the project promoter To check that the project fulfils the three following conditions:  • It lead to real and measurable GHG reductions ; • It conforms to the national SD criteria; • It has no external negative effects.

Approval and Evaluation Procedure of CDM Projects PIN received by the DNA Preliminary Evaluation Based on the PIN (response announced by the DNA: maximum within 2 weeks) not accepted In-depth Evaluation Based on the PDD (response transmitted by the DNA: maximum within 4 weeks) Approval letter delivered to the project promoter by the Moroccan DNA CDM-Morocco

National Sustainable Development Criteria A preliminary list of criteria & indicators has been used to assess project eligibility to CDM, in conformity with the national Sustainable Development policy. -The project must be integrated into morocco’s main objectives and be a part of the defined priorities in the National Sustainable Development Strategy. -The project must conform to current country laws and in particular the ones related to the environment and its preservation. It is particularly essential that an environmental impact study be realized in conformity with the national regulations on environmental impact studies. -The project must use clean and confirmed technologies and avoid any out-dated technologies. CDM-Morocco

National Sustainable Development Criteria • Contribution Contribution to mitigation of global Climate Change • to the sustainability of the local nvironment • Contribution to the creation of employment • Contribution to the durability of balance of payments • Positive contribution to the macro-economic plan • Effect on costs • Contribution to technology autonomy • Contribution to the sustainable use of natural resources

Axis 2: NATIONAL CAPACITY BUILDING -Organization of training to enhance the capacities of :  • the national experts (private consultancy ,individuals and economic operators )on CDM project preparation: development of PDD; • The economic operators on the CDM possibilities and on theirs project portfolio • the financial sector operators on the CDM opportunities and on their role in this mechanism development   • The NGOs on understanding CDM and on implementing actions directed towardsSustainable Development. -Morocco’s dynamic participation in different meetings and workshops organized in this field; CDM-Morocco Intiatiation a CDM Morocco’s Expertsnetwork

Axis 3: PROMOTING CDM MOROCCO • Contacts with potential CDM investors: carbon buying organizations and Annex I Parties investors; • CDM Marrakech Forum April 2004 • Contacts with organizations able to help economic operators in their CDM project development (CDM PDD); • Presentation of CDM national organization , procedures and portfolio : in particular through the website www.mdpmaroc.com • 2 MOU: France and Austria
