Where Are We Now: • Extended 31 October deadline for assimilation • Working with new Civilian Community Management Office (N-11) , Deputy Chief of Naval Operations (Manpower and Personnel) • Established as a result of VCNO’s 2001 Task Force • How do we ensure that the civilian component of the Navy team meets our evolving needs? • Goal: “…the right civilian with the right skills in the right job at the right time” • “Logistics” one of 21 civilian communities • Includes 346s and 12 other series in the 21XX family, e.g., 2101,2102, 2130, etc. • Approximately 5,500 total in DON

Sustainment Should there be consistency among the DAWIA career fields? • Updated Packard Commission Methodology (aka Jefferson Solutions Methodology) excludes sustainment • Except on a case-by-case basis, we don’t include positions in organizations that primarily perform sustainment functions (e.g., maintenance depots)

DON Major Acquisition Organizations GS-346s Total 346s: 2,977 • Only 160 of 2,977 are not in the DAWIA Program • Only 211 of all 2,977 346s are not in LCL • Of the 2,817 in DAWIA, only 51 are in career fields other than LCL All DAWIA: 2,817 DAWIA Life Cycle Logistics: 2,766
DON Maintenance Depots White Collar Civilians: 12,920 • Most civilian white collar positions in the depots are not in DAWIA (sustainment issue) • 34% of DAWIA is LCL • 86% of GS-346s are LCL DAWIA: 1,356 DAWIA Life Cycle Logistics: 462 390 GS-346s in LCL (out of 454 in the depots)
DAWIA Size—How Big Should It Be? • House reductions of the Acquisition Workforce are proposed every year… • Perception still exists that the acquisition workforce is too big • Need to be mindful of overall numbers as we broaden definitions and assimilate new positions and people into the DAWIA workforce
