What Is a Master Scenario Events List? • Chronological listing of scripted events that generate activity in specific functional areas in support of exercise objectives • Functional exercise (FE) – Drives participant play • Full-scale exercise (FSE) – Supplements active play • Contains injects • Scenario events that prompt players to implement the plans that the exercise is designed to test • Short MSEL – lists the inject, delivery time, short description, responsible controller, and receiving player • Long MSEL – detailed description, exact quotes and formats for inject, and description of expected action

How to Develop a Master Scenario Events List • Review exercise objectives and scenario • Develop a timeline of anticipated player actions • Identify a chronology of key actions that must occur, either scripted or actual • These can be accomplished by function and/or jurisdiction • Develop these using a MSEL program • Compile all MSEL events into a single list and vet with participants • Refine selected MSEL events and complete long version
