Otay SLF 1700 Maxwell Rd. Chula Vista, CA 91911 37-AA-0010. A resident along the western boundary appears to be clipping a large cactus plant and throwing the leaves over onto Otay Landfill property. Minor amount of solid waste was also in the area. Photo #1 was taken looking south.
