7. USPS Pilot Program Goal is partnership with Federal Agencies to support HSPD-12 PIV Identity Proofing for Enrollment (roles based- manual)
Each Agency would choose approximately 10 USPS locations, nationwide, to use these services
The Office of Personnel Management (OPM) has decided to partner with USPS in this Pilot Program
OPM has outlined the locations that they plan to use:
8. USPS / GSA IA GSA will create a non-funded IA for USPS Pilot Program
Other Agencies may also become service providers
The IA will:
Specify the period of performance, e.g. pilot to 5 years
List the services that will be provided by the service provider
State GSA’s responsibilities
A Financial Addendum (FA) will be created for use by customer agencies wishing to use the identity proofing services being offered.
GSA will enter an IA Project Element Plan (PEP) for each FA received.
Funding information will be entered into that PEP and a notice will be sent to the service provider notifying them that funds are in place and what services are required along with all PEP information required for tracking this service request.
The Partnership Interagency Agreement Workflow is as follows…
9. This slides shows the workflow for the Interagency Partnerships. Under Section titled “Workflow I” it shows that GSA creates an interagency agreement (IA) with the service provider, and also that GSA creates an financial addendum (FA) for the Service Provider.
Section titled “Workflow II (2)” shows that the Customer Agency requests services, the Service Provider provides FA to Customer Agency then the Customer Agency submits completed FA to GSA and lastly, GSA does the following 2 things: 1) Create Project Element Plan (PEP) for each FA received, and 2) Notify Service Provider that funds are in place and of what services are required.
