Market Design Update Summary DR/MCR List and Action Requested
MCR1055 v2- New Register Types, Time of Use Codes and MCC Codes • Change Request • Register Types/Timeslot Codes • To more accurately define the types of registers and the time periods for measuring consumption that exist within the NI Market and to support the MCC codes that are proposed for the ESP • MCC Codes • To rationalise the set of MCC codes that will be available to Suppliers so that where possible a single MCC code will describe a unique register configuration. The proposed set of MCC codes will support the tariffs that will be available to Suppliers in the Enduring Solution and will reflect the Register Types and the time periods for measuring consumption that exist in the NI market • Harmonisation Impacting change request • No change since DR • At today’s Meeting • Approval
MCC <-> Register Types MCC Code N001 – Unrestricted Register Type - 21 (UNR) Delivered via one register Supported on both Credit and Prepayment Metering This table defines all of the Meter Configuration Codes supported by NIE, and identifies which Register Types are used to deliver each MCC. It also defines which metering mode can be used to deliver that MCC (C – Credit, P – Prepayment, INT – Interval)
Register Types <-> Timeslots <-> Switching Times Weekday & Weekend Time Slots used for Settlement of 21 (UNR) Register ‘Actual’ Weekday & Weekend Switching Times for 21 (UNR) Register This is a subset of the table that defines all of the Register Types supported by NIE, with their related Settlement Time Slots and Actual Switching Times. These Register Types are cross-referenced on the MCC table. MCC Table shows that N001 is delivered via one register - 21(UNR)

Duos Group <-> Rate Category <-> MCC Mapping Allowable MCC - N008 Allowable MCCs - N008, N009 Residential 4-Rate Timebanded (Prepayment Meter) Residential 4-Rate Timebanded (Credit Meter) This table defines all of the DUoS Groups and related Rate Categories supported by NIE, with the allowable MCC Codes for each Rate Category.
MCR1057 v2 - Removal of Usage Type on 010 • Change Request • Removal of Usage Type field from the 010 COS message • Was used in NI to allow for change in MCC / DUOS Group during a COS • Changes in Usage Type will be prevented from occurring on a 010 market message. Additionally, a change of DUoS Group will not be allowed as part of a COS process • Provides greater harmonisation RoI processes • Harmonisation Impacting change request • No change since approval to DR • At today’s Meeting • Approval
MCR1062 v2-Removal of DUoS Tariff - T051 • Change Request • Removal of DUoS Tariff T051 (4 Rate Unrestricted Keypad) from NI market • Tariff created to facilitate situation where a keypad customer on a single rate unrestricted tariff moved to an alternative Supplier without being disadvantaged • Keypad customer on a single rate unrestricted tariff can move and stay on the same DUoS Tariff T053 (Standard Rate Keypad) • Applies to NI Enduring Solution and Interim Solution only • ROI did not intend to use DUoS Tariff T051 • Harmonisation Impacting change request • No change since DR • At today’s Meeting • Approval
DR1050 v1- Correction of COS Read Mix-Ups • Change Request • Where it is obvious that valid readings have been provided for CoS but are assigned by the Supplier against an incorrect register, NIE T&D will swop the readings and assign to the correct register • Originally NI-Specific change request but reclassified at last HWG as Harmonisation impacting • ESBN Internal Workshop (18th April) reviewed this DR and noted the complexity and potentially large workload of out-sorting these instances and, where readings are swopped, the lack of an audit trail • At today’s Meeting • Approval to MCR and as MCR
DR1066 Update of SIC - EAI Codes • Change Request • Current list of NI Standard Industrial Classifications (SIC) codes dates from 2003 • A new list of SIC codes for 2007 was published in the NI market by the Office of National Statistics • Proposal is to adopt the 2007 codes set pre-harmonisation • At today’s Meeting • Approval
DR1067 Additional fields required on NI Market Website • Change Request • Include the following additional fields on the NIE Market Website: • 1. No of dials on meter • 2. Last actual read date and Next scheduled read date. • 3. Message Search - check messages sent by the market • At today’s Meeting • Classification as NI-Specific (will be treated at SIG)
DR1068 New MESN Code • Change Request • To add a new Medical Equipment Special Needs value to the harmonised schema • The value will be "PV" and the Value Description will be "Patient Vital Signs Monitoring Systems“ • Value will only be used in NI • Market Messages impacted: 010, 013, 016, 101 and 105 • At today’s Meeting • Approval to MCR and as MCR
DR1069 V1 - Change of Connection Characteristics (Removal of need for 030 Market Message where MCC and associated MIC change required) • Change Request • The Enduring Solution process in NI requires a 030 market message where the increased/decreased connection process involves a change to MCC • This Discussion Request proposes that NIE will align with the ESB/RoI and drop the requirement • At today’s Meeting • Classification as NI-Specific (will be treated at SIG)
DR1070 V1 – New Codes • Change Request • To add a new Reject Reason code "IMI" with the description "Interval Metering Installed" in the event that a Supplier sends in a 252 market message requesting a special read for an interval meter • To add a new Reject Reason code "UMS" with the description "Unmetered Site" in the event that a Supplier sends in a 252 market message requesting a special read for an unmetered site • To add a new Order Status code "SOTO" with the description of "Supplier Timeout" to be used where the Supplier has received market message 131[S] to re-schedule non-completed fieldwork and Supplier has not re-scheduled within 10 days • At today’s Meeting • Approval to MCR and as MCR
DR1071 V1 – Updated Codes for 210 and 300 Series Market Messages • Change Request • To add the following Read Type values to the 300 series Market Messages: • ED - Estimate (DUoS Billing has occurred) • EF - Estimate (Implausible/No Read available) • This will affect the following outbound market messages: • EF: 300, 300S, 305, 306, 306W, 332, 332W • ED: 300 • To adopt the following Read Reason for: 27 - Change of Legal Entity if the reading is provided for a Change of Legal Entity • At today’s Meeting • Classification as NI-Specific (will be treated at SIG)
DR1072 V1 – Removal of Data Aggregation Estimated Interval Readings at D+4 • Change Request • SAP estimated data will be used for settlement but will not be sent to Suppliers at D+4 (kWh only) through estimate 341 Market Message • When actual values and/or MV90 estimated data is subsequently received for these MPRNs, this will be sent on to Suppliers using Market Message 341 (kWh/kVArh). • As before, where actual data and/or MV90 estimated data is received by D+4, this will be used for settlement and forwarded to Suppliers using Market Message 341 as usual.To be provided • At today’s Meeting • Classification as NI-Specific (will be treated at SIG)
