Objective • Min. of Agriculture planning to an integrated approach in drought monitoring, forecasting and impact assessment with the following objectives • to develop an operational system for nation wide drought monitoring and drought impact assessment for application in agriculture and hydrology in India using various data inventory available with different agencies • to run short and long term drought management programs related to monitoring, proofing, mitigation, prevention of drought • to monitor matters relating to damage to crops due to drought • to coordinate relief measures necessitated by drought • to attend the matter relating to loss of human life due to drought • to manage Indian People’s Natural Calamity Trust • to frame drought related policies • to handle all parliamentary matters on drought IBM Confidential

Goals • Supporting systematic collection and processing of meteorological, agro-meteorological and hydrological observations; • Building and strengthening scientific networks; • Developing an inventory of climate and water resources indicators and indices; • Improved understanding of the drought climatology; • Understanding the principal causes of drought at local, regional, and global levels; • Decision support models for the dissemination of drought-related information; • Development and dissemination of vulnerability/risk assessment tools (social and environmental); • Dissemination of drought planning methodologies to drought-prone states • Development of national and regional drought management policies • Education and awareness of policy makers and the public; • Enhancement of collaboration between regional and international organizations • Scientifically based drought mitigation and drought relief decision alternatives • Real time drought monitoring and prediction maps • Assessment of economic loss caused by drought and finally providing suggestions for drought relief decisions • An Internet based “Drought Information Network” system will be developed to provide information concerning the drought evolution situation and to support drought relief decision-making. The system will be implemented at the National Drought Management Center of the Ministry of Agriculture and can be accessed in real time by decision-making agencies at different levels (national, state, local authorities) via Internet. • Setup a “Drought Response Center” for information services to farmers, rural communities and other citizens • Support development of regional networks for drought preparedness that would build greater institutional capacity at the local, national, and regional capacity, sharing lessons learned in drought monitoring, prediction, vulnerability assessment, preparedness, and policy development; IBM Confidential
