Report Purpose Summarizes Direct and Reimbursable Outlays that occurred in FY 2002 and FY 2003 Discretionary and Mandatory Programs Technical and Financial Assistance May select outlays for current year obligations, prior years obligations, or both It is a good report to use to determine how much money has been dispersed within your state as a result of NRCS programs. This would not be a good report to use to determine your current year status of funds.
Use of Report • TA and FA Outlays. • Important to Treasury because of effect on national debt. • Debt ceiling currently at $6.4 trillion • Treasury requested another increase to debt ceiling on 12/24/02 • Develop outlay plans and answer congressional inquiries.

Direct TA – NRCS appropriated and CCC-transferred technical assistance dollars. Direct FA – NRCS appropriated and CCC-transferred financial assistance dollars. Total Direct – NRCS direct technical and financial assistance dollars. Reimbursable TA – NRCS technical assistance dollars received from other Federal agencies, state & local governments, and private entities. Reimbursable FA – NRCS financial assistance dollars received from other Federal agencies, state & local governments, and private entities. Total Reimbursable – NRCS reimbursable technical and financial assistance dollars.
