EER Technical Challenges • “Extreme environmental conditions varying from solid stationary ice, dynamic ice, grounded and ungrounded ice rubble to partial cover, and open water pose formidable challenges • No single evacuation method currently available (is) suitable for abandonment under the full range of environmental/ ice conditions • ISO 19906 (Arctic Offshore Structures Standard) enhances existing requirements by establishing performance based goals from which designers set the functional requirements of the EER system rather than relying on prescriptive measures alone • (It) addresses primarily design requirements (and design optimization) for ice-covered waters plus some key operational provisions impacted by cold climate” from a presentation by Jim Poplin of ExxonMobil at an OGP Workshop (Working in Extreme Conditions) in 2008
RN04 Mandate for Phase 4 • In the Phase 3 report we reported the following: • We are now suggesting two additional reports – functional specifications for an Arctic lifeboat and an emergency preparedness vessel

EER Report is organized to reflect the ISO19906 sections Informative sections following Normative (middle column), and comments or suggested revisions in right-hand column Report is now 25% complete RN04: Format of EER Report
RN04: Emergency Preparedness Vessel Report • Outline Table of Contents: • Objectives / Introduction • Main mission and general requirements • Performance requirements • Winterization • Environmental conditions • Hull structure • Main and auxiliary power plant • Deck machinery • Special deck equipment and systems (recovery equipment) No functional specification has been published for Barents Sea conditions Separate document planned Final format (GOST/DNV/ISO) to be decided
RN04: Arctic Lifeboat Functional Specifications: • Outline Table of Contents: • Objectives • Environmental conditions • Materials • Structural design • Launching method in ice • Operational requirements • Occupant safety and comfort • Model scale testing and full scale testing • Equipment (communication system, heating, etc) Also: No functional specification available for Barents Sea conditions Separate document planned To concentrate on ice strengthening and winterization of “conventional” lifeboats
VNIIGAZ Plans for EER Documents • In 2011 VNIIGAZ will start working on development of 2 normative documents for personnel evacuation and rescue on offshore oil and gas installations. • GOST P “Oil and gas industry. Offshore production installations. Evacuation and rescue systems. Main requirements.” • GOST P “Oil and gas industry. Offshore production installations. Evacuation routes and temporary refuge. Main requirements.” • These GOST standards will be based on the following documents: • ISO 19906, • ISO 15544, • ISO 13702, • NORSOK Z-013, • NORSOK S-001, • DNV-OS-A101, • Russian Federal Law No. 116-ФЗ “About industry safety of dangerous production objects”, • Russian Federal Law No. 123-ФЗ “Fire safety technical regulations”, • Doc no.
