DON Product Support Manager(PSM) Implementation • DON Product Support Manager (PSM) implementation • DACM promulgated updated guidance on all Key Leadership Positions (KLP) based upon Aug 25, 2010 OSD Memorandum “Government Performance of Critical Acquisition Functions” • Initiated PSM KLP designation via this and subsequent DON DACM quarterly data calls • DASN A&LM path to PSM implementation: • Clarify DACM KLP data call for PSM, and include guidance on ACAT II and post-IOC ACAT I/II • Met with DACM/SYSCOM/PEO representatives on way forward • Identified need to allow some flexibility at the SYSCOMs to accommodate organizational structure • Met with OSD representatives to discuss planned path forward • DON Strategy • Lead Logistician within the program office will be the “PSM” • Former APMLs; DOLs; Program Lead Logisticians • Held accountable by/to the program manager as the single “belly button” • Allows additional PSMs, in a supporting role, when a particular PMO has more than one major weapon system • May be a dual report to the program office, but still accountable to the PM • Policy/guidance memorandum drafted, in cycle for signature by DASN A&LM (April issuance) • Intend to keep current incumbents in place, will verify all meet LCL Level III certification as part of data call • PSM KLP coding slowly beginning at the SYSCOMs • Continual work with DACM on validating PSM KLP data call response • PSM identification (ACAT II and post-IOC ACAT I/II) to be done by separate data call
DON Product Support Manager(PSM) Implementation • PSM identification (data call) may also include documenting known DAWIA cross competency certifications in desired career fields • Will also validate percent LCL Level III and CAP requirements • Minor concerns: • CAP grade level requirement • Minimal number of ACAT II PSM positions may not be high grade • Will require waiver, per DACM • Grade increases not automatic nor desired in current fiscal environment • Post-IOC ACAT I/II PSM identification • Criteria for what constitutes a post-IOC ACAT I/II • Tied to DAES reporting ? • PSM Rapid Deployment Training to date: • NAVSEA and SPAWAR • No current directed flow down to ACAT III • Solidify/stabilize guidance and workforce identification for ACAT I/II and post-IOC ACAT I/II • Establish significance of “PSM” designation • SYSCOM LCL Competency decision to implement/flow down or not
DON Product Support Manager(PSM) Implementation • Next Steps: • Promulgate signed policy/guidance memo (April) • Cut off for last comments (15 April) • ACAT II and post-IOC PSM data calls (May-July) • Validate identified/incumbent PSMs meet LCL requirements (continuous) • Monitor potential CAP waivers with DACM (continuous) • Validate DACM data call responses for KLP PSM • Latest update availability, week of 18 April • Continuous cross check on a quarterly basis with DACM and A&LM • Support SYSCOMs implementation • Engage in training forums as scheduled
