History • 1992 – Earth Summit (Rio de Janeiro) • Commitment to produce a global labelling & classification system for dangerous substances • 2002 – World Summit (Johannesburg) • Endorsed “Global Harmonised System on the classification & labelling of chemicals” – GHS • 2008 – European Regulation on the Classification, Labelling and Packaging of Substances & Mixtures – CLP • 2009 – Proposal to Amend CHIP
GHS • Hazard class • Nature of physical, health or environmental hazard • Hazard Category • Severity of hazard • Pictograms (hazard symbols) • Signal Words • Relative severity of hazard: e.g. “danger” or “warning” • Hazard & Precautionary Statements • Phrases that describe nature of hazard & precautions to take
GHS & Existing EU Regs • Single system of classification & labelling • Coverage of virtually all existing hazard classifications • Similar classification criteria • Similar system of hazard communication (labels & SDS)
CLP - Differences • New “scientific” criteria to identify hazards • Hazards warning pictograms (symbols) & new warning & precautionary text for labels • Terminology: • “mixtures” instead of “preparations” • “hazardous” instead of “dangerous” • “hazard statement” instead of “risk phrase” • “precautionary statement” instead of “safety phrase”
Pictograms Compressed / Liquefied Gas Explosive Flammable Oxidising Corrosive Toxic Irritant / Sensitiser Health Hazard (e.g. Carcinogen, Mutagen etc.) Hazardous to Environment

Timescales • Early 2009 – 1 Dec 2010 • Must classify according to CHIP • May classify according to CLP (in addition) • If classified to CLP, then label to CLP • 1 Dec 2010 – 1 July 2015 • Must classify to CHIP and CLP • Must label to CLP • 1 July 2015 onwards • Classify & label to CLP only
