WP Five Social, Economic and Governance Influences on Recovery Plan Effectiveness
Objectives • Review existing recovery plans • Evaluate the roles of stakeholders • To describe expected reactions of the interested public to alternative plan options • Prospectively using bio-economic modelling tools • Retrospectively using social impact assessment of existing plans
The Review of Existing Plans • Task 5.1. Review of existing recovery plans. A draft review paper will be updated based on an existing report. • Task 5.2. Identifying Successful recovery strategies. • A small international workshop. • Participants will critically appraise and finalize the review paper
Stakeholders and Governance • Task 5.3. Exploring the role of stakeholder participation in recovery plans. • A series of ten to fifteen in-depth interviews • Of particular interest in this case will be the role of the Regional Advisory Councils • The interviews will be analysed and the main themes reported to WP 6
Task 5.4, Part 1: The application of bio-economic and compliance theory to three? case studies. • 1) analysing the processes linking management regulations and short-term fisher’s decisions (e.g., compliance, effort allocation, discarding); • 2) analysing the processes linking management regulations and long-term fisher’s decisions (e.g., investment, decommissioning); • Investigations 1 & 2. The TECTAC project analysed and modelled the processes linking fisheries profit, fleet dynamics and management decisions
Task 5.4, Part 1 Continued • 3) Analysing the processes linking fisher’s behaviour and fishing mortality (also TECTAC) (i) fishing strategies and of technological development (ii) the relationship between fishing effort and mortality (iii) effort-based management and fishing mortality. • 4) bio-economic module and to analyse the sensitivity of the effectiveness of regulations to fisher’s decisions. • IFREMER’S ISIS-Fish. Spatially and seasonally explicit, which aims at predicting the impact of management decisions.
Task 5.4 Part 2: Social Impact Assessments • Social impacts will be investigated in two communities for each of three recovery plans (or perhaps 3 in two recovery plans) • Methods: • Semi-structured individual and group interviews. • Documentary data on economic, employment and social impacts • Main factors to be examined • Population characteristics • Community and institutional structure • Political and social resources • Individual and family factors • Community resources.
Task 5.4 Part 3: Describing Compliance and Legitimacy Expectations • The expected reactions of the interested public to the different kinds of options available in recovery plans will be assessed. • This will aid us in WP 6 in choosing strategy options that will be the most effective in terms of compliance and cooperation.
