MT Continuum Status Gerry Cullison, SSP Peter St Jacques, MT Continuum Team System Integrator 4 February 2014
Overview • MT Continuum overview • Application to other communities • Project status • Lessons learned for other NETC communities
Background Strategic Systems Programs (SSP) re-engineering 30+ week training pipeline for TRIDENT Ballistic Submarine (SSBN) Missile Techs (MTs) into blended just-enough/just-in-time ILE-conformant Instructor Led (ILT) and Interactive Multimedia Instruction(IMI) segments delivered, tracked, and assessed through LMS AIM CPM and LO Module toolsets part of SSP’s baseline business process for this re-engineering First major end-to-end design, development, and maintenance project that’s defining CPM/LO Module business rules and data exchange mechanisms
MT Continuum Team SSP - Requirements Owners, Afloat Delivery System Contractor team – ILT development, IMI Storyboard development, SMEs NAWCTSD / AIM team - CPM/LO Module support NUWC – LMS (Seaware) NUWC – MTC Lead System integrator LSI, Inc. – ISD and IMI design/development Chenega Logistics – CM/QA agent for SSP SLC – ETC CCA for MT curriculum Fleet – SMEs/afloat training management
Project Status • Plan, Analyze & Design Phases Completed • Delivery Method Analysis Process still needed • Scientific/Justifiable/Repeatable • Development fully underway. Development effort is at the halfway point • Assessment, Performance Testing (NAVEDTRA 132) • Large emphases on Implementation, Evaluation and Maintenance • Versioning, LMS interface • Ongoing integration of CPM/LO Module, IMI toolset, PC simulation toolset, and LMS for planning, analysis, design, development, implementation, evaluation, and maintenance of blended content
MT ContinuumTechnical & Schedule Integration • MTC development spansfromJDTAs to the delivery and maintenance of training and test assessment material to students afloat and ashore • MTC Lead System Integrator • Coordinates technical and schedule activities between and among developers, relative to the training and assessment delivery and maintenance goals of the MTC • Development functions /roles include: MPAs, Courseware Developers, ISD, CPM & LO Module developers/maintainers, LMS developers, PPC and SLC relative to the goal of delivering
MT Continuum Components • Plan/Analyze • CPM (JDTA/TPP/TCCD) • Design • CPM (COI) • LO Module (final design of ILT/preliminary design of IMI) • Develop • LO Module (complete for ILT and test items) • Venus.net IMI toolset (complete for IMI and assessment Sections) • VIPr (PC simulation scenarios for ILT and IMI) • Content Packaging Tool (CPT) (Section level ILT/IMI/assessment integrated via per LMS Interface Specification)
MT Continuum Components(contd) • Implement • Training content includes assessment items • Seaware LMS (ILT/IMI/assessment delivery and tracking) • Evaluate • Seaware LMS (student testing /test item analysis) • Maintain • LO Module/Venus.net (integrated surveillance/update of ILT/IMI/test items)
MT Continuum Integration Tasks • LMS Interfaces • Interface specification with LO Module and VIPr • NUWC Newport lead with inputs from PPC (Chenega Logistics), ISD/IMI developer (LSI), and AIM team (AIMEREON) • Content Packaging Tool (CPT) • Ongoing development by LSI with support from NUWC Newport Seaware LMS team, PPC, and AIM team (AIMEREON) • Classroom Control Software (CCS) • Architectural approach in development by NUWC LMS team, supported by LSI, PPC, and AIM team (AIMEREON) • CCS system and developer selection tbd
Required for MTC March 2015 Blended Training: Course Packaging Tool, Enhancements to XLP and LMS, and AIM LO Module Interface
Application to Other Communities Based on NETC-mandated JDTA as fleet performance requirement basis for learning content design and development (NAVEDTRA 137) Closely coordinated with NAVEDTRA 136 development Hands-on production phase development of complete LO Module ILT lessons/sections including versioning Design of IMI lessons/sections as well as definition of new JDTA/LO Module versioning concepts Integration of PC Simulation toolset with LO Module
Application to Other Communities(contd) Bi-directional interface between LO Module and IMI toolset for integrated IMI / assessment development / maintenance Development of ILT and IMI test items and output to IMI toolset for aggregation into LMS-delivered Lesson-level assessments Sections, including enhanced performance test item development LMS delivery and tracking of integrated ILT / IMI / assessment content Integrated surveillance and maintenance environment for blended (ILT/IMI/test item) SCORM NAVEDTRA 136-compliant learning content
Application to Other Communities(contd) • Briefing of MT Continuum to ‘big Navy’ • Training 2020 study group • OPNAV staff • Fleet Forces Command
Lessons Learned • JDTA • Foundation. Getting this right cannot be over-emphasized. • Maturity of Design Documents and Processes • IMDP, Learning Objectives (ISD Considerations), Process Documents, Assessment Design, Time to Train Estimations, Delivery Method Analysis • Early definition of detailed blended content structure and ILT/IMI delivery implementation • Delivery interface specification • ILT/electronic classroom delivery
