  4. 9-1-1 Cultural Competencies • VITA-ISP partnered with Virginia Commonwealth University (VCU) to provide a research environment for two student group projects done in conjunction with a seminar course in Public Administration • Project One: Deaf and Hard of Hear Community • Jonathan Kinsey • Paul Negrin • Mychael Dickerson • Project Two: Non-English Speaking • Gretchen Goodman • Nathan Bickett • Hayley Bialkowski • Trammell Billups • Focus of both research projects was on NG9-1-1

Process for Creating Plan • Plan is being created through a collaborative partnership, an Initiative Action Team (IAT), between members of the PSAP community and VITA ISP staff • NG9-1-1 members include representatives from the seven ISP regions, small, medium, and large PSAPs, existing NG9-1-1 regional pilots, and the VA chapters of APCO and NENA: • Carol Adams Donna Brown • Mike Crockett Mark Cvetnich • Jim Davis Melissa Foster • Tom Hanson Denise Marrs • Micah Meadows Athena Plummer • Bobby Wingfield • Format used is conference calls/virtual meetings • Web-page has been created as an information source: http://www.vita.virginia.gov/isp/default.aspx?id=14864

Focus of Research • Completed a separate analysis of the following components to identify the strengths, weaknesses, opportunities, and threats related to NG91-1: • Legislative changes • Regulatory limitations • Governance issues • State-level coordination • Funding • Statewide and local infrastructure needs • PSAP operational impact • Confidentiality and liability

Status of Plan • An initial draft was completed on Nov 8th and IAT members held a day long work session on Nov 15th • A revised draft will be completed shortly and will be posted to the ISP website • A schedule of PSAP Town Hall meetings will take place during the weeks of December 5th and 12th to gather additional input from the PSAP community • No VA PSAP Managers’ meeting on Nov 14th
