Current 9-1-1 System • 4.8 million 9-1-1 calls annually • Locally managed service • Nine independent, analog networks provided by LEC • Seven Verizon and two CenturyLink • E9-1-1 Services Board provides governance and funding for wireless 9-1-1 • $52M annual revenue to Wireless E-911 Fund • $26M distributed to localities • $16.2M transferred to other purposes in biennium budget
Case for Change • Multiple service providers and new, multiple technologies • Solutions are national and global • Increased flexibility/mobility of users • Unclear customer expectations • Analog backbone of old PSTN • Extremely limited ability to receive data (512 characters) • Regulatory environment • Funding availability
Purpose of NG9-1-1 Plan • Need an implementation plan to migrate Virginia PSAPs from their legacy analog environment to an IP-based future • Plan must identify a comprehensive vision for NG9-1-1 and address the needs of the following stakeholder groups: • PSAP community • E-911 Services Board • Technology secretariat • Citizens • Vision must describe a realistic end-state that can obtained and supported by the Commonwealth
Members of NG9-1-1 IAT • NG9-1-1 members include representatives from the seven ISP regions, small, medium, and large PSAPs, existing NG9-1-1 regional pilots, and the VA chapters of APCO and NENA: • Carol Adams (Region 7) • Donna Brown (NG9-1-1 pilot participant & Region 6) • Mike Crockett (Region 6) • Mark Cvetnich (NG9-1-1 pilot participant & Region 4) • Jim Davis (NENA rep, NG9-1-1 pilot participant & Region 6) • Melissa Foster (Region 3) • Tom Hanson (Medium PSAP & Region 3) • Denise Marrs (Region 1) • Micah Meadows (Region 2) • Athena Plummer (APCO rep, Large PSAP & Region 5) • Bobby Wingfield (Small PSAP & Region 3)
Focus of Research • Work groups comprised of IAT members have evaluated the strengths, weaknesses, opportunities and threats of the following components in relation to NG91-1: • Legislative changes • Regulatory limitations • Governance issues • State-level coordination • Funding • Statewide and local infrastructure needs • PSAP operational impact • Confidentiality and liability
NG9-1-1 Vision • Virginia will have an integrated statewide NG9-1-1 system that enables seamless 9-1-1 communications through an infrastructure of distributed regional networks, supported by a specialized workforce.
Components of NG9-1-1 Vision • Distributed regional network • Connect regional networks into a single seamless statewide network • Point of demarcation is PSAP • Applications • Commonwealth to determine and pay for core 9-1-1 components • 9-1-1 Call Center equipment, software, and services • Localities responsible for procuring own equipment, but need to explore statewide contracts and hosted services to help reduce costs • Public Safety Communications personnel
Identified Goals • Create a comprehensive NG9-1-1 and emergency communications governance model • Develop a legislative and regulatory agenda to facilitate the Commonwealth’s NG9-1-1 • Provide dedicated and sustainable funding for NG9-1-1 and Legacy 9-1-1
Implementation Framework • Deliverables to complete by Sept 2012: • Educational and outreach material for regulators, legislators, and government officials • Funding guidelines for 9-1-1 Call Centers • Review and analyze existing legislation and include change recommendations in the FY 2012 Annual Report • Complete cost study • Deliverables to complete by July 2013: • Identify appropriate standards and guidelines • Identify the potential staffing implications and training requirements
Next Steps • Post Plan to the ISP Website for public review and comment • Obtain feedback from PSAP community: • Town Hall meetings • Meetings with VA Chapters of APCO and NENA • Request final approval of Plan at the March 8, 2012 E-911 Services Board meeting
