Air Force Assigned Mission • AFAM required for CAP support to federal agencies or military • The mission must be one that the AF could do for itself • AFAM status determined by AF Officer w/ 1AF, 13AF(HI),15AF(AK), AFRCC, or CAP-USAF • AFAM no longer automatic via MOU/MOA • Mission must still be reviewed and approved.
AFAM Requests • Written customer requests required • Email preferred, fax or letter OK • Must include identifiable dates, locations and objectives • May be in future if data complete • Mission numbers assigned after approval
AFAM Notes • NOC does not approve • NOC coordinates customer request and relays CAP unit mission plans • If AF required procedures are not followed or AF required information is not furnished, then the AF will not approve…..they are prohibited from doing so
AFAM’s reported to 1AF • Air Task Order (ATO) • Two ATO briefs to 1AF/CC per week • 3 day & 4 day periods • ALL CAP AFAM’s scheduled are listed • ALL CAP requests for AFAM’s are listed • To be included, mission/sortie information must be loaded by 0800 on Monday (Wed-Fri) and Thursday (Sat-Tue) • Emergency requests can be sent out of cycle for approval by 1AF Commander
AFAM’s reported to 1AF • SITREP • Reported every duty day (Mon. – Fri.) • Report all AFAM sorties to be flown during that period. • ADA Report • Reported Weekly • Projection of activity two weeks out. • ADHLS Report • Reported Weekly • AD/HLS activity in the previous 7 days.
Sortie Results • Why must Sortie Results be reported the day of the flight? • The Air Force wants to know the results of the missions they authorize.
Corporate Missions • Request procedures and requirements should parallel AFAM process • FECA/FTCA coverage not available • CAP Insurance for liability • Mission requests for Civil Support (State, County, Local agencies) • To NOC for legal review • Approval by WG/CC • May NOT be used for Fed/Mil Customer
Non CAP people in CAP Aircraft • Air Force Assigned Missions (AFAM) • Approved by USAF • Corporate missions • Approved by HQ CAP/DO • “Non CAP crew” vs. “passengers” • Crew members perform a function • Take off and land at same airport • Passengers relate to the FAR’s
Transportation missions • Legal but several considerations • FAA rules…..not CAP or USAF • Customer can not pay, even indirectly • Commercial pilot preferred • Private pilot, yes but no “compensation” • Can not count flight time (can be logged) • No money reimbursement except for Search and Locate missions • FAA action for violation • Directed at Pilot
WMIRS • Used for all CAP missions and flying • Incident Commander and alerting officers should be WMIRS literate • Pilots enter their own flight information
WMIRS Automation • Goal, mission information gathered and stored in WMIRS will be accessible via WWW • Mission reporting – automated • Financial tracking on AF funding • Consolidate flight reporting and reduce requirements.
