DATES TO REMEMBER • Pre-Qualification Conference: • The purpose of this meeting is to provide an overview of the requirements of the project and to answer any questions you may have concerning this procurement. • Any questions or clarification needed after the pre-qualification conference must be through a RFI submission to procurement@ccrta.org. • Request for Information/Equal (Appendix I) Friday, February 22, 2019, by 3:00 PM (CST) • Please submit one form for each Request for Information/Approved Equals. • CCRTA’s Response to Request for Information Due Friday, March 1, 2019 • Responses will be posted as an addendum to the CCRTA’s website at www.ccrta.org/news-opportunities/business-with-us/. • Statements of Qualifications are Due Friday, March 15, 2019 until 3:00 PM (CST) • Sealed Statements of Qualifications will be received at the offices of the Corpus Christi Regional Transportation Authority, hereinafter called the "CCRTA," at the Staples Street Center located at 602 N. Staples Street,CorpusChristi, Texas 78401, until 3:00 PM (CST). • If hand delivered – Staples Street Center, 3rd Floor, Reception area at 602 N. Staples Street, Corpus Christi, Texas 78401 by 3:00 PM (CST), March 15, 2019. • Statement of Qualifications will be valid for one hundred twenty (120) calendar days from the due date. • It is the responsibility of the Offeror to ensure that the sealed statement of qualifications is delivered prior by the deadline. • Statement of Qualifications received after the deadline will not be accepted and will be returned to the Offeror unopened. • Contract Awarded (Tentative) April 10, 2019 • The CCRTA’s Board of Directors will meet to award a Contract to the successful Offeror.

REQUEST FOR QUALIFICATIONS For Architectural and Engineering Design Services for Demolition of Kleberg Bank Building at Port/Ayers RFQ NO.: 2019-S-03 Date Issued: February 11, 2019 Statements of Qualifications will be received at the offices of the Corpus Christi Regional Transportation Authority, hereinafter called the "CCRTA", at 602 N. Staples, Corpus Christi, Texas 78401 until 3:00 p.m. (CST) Friday, March 15, 2019 for Architectural and Engineering Design Services for Demolition of Kleberg Bank Building at Port/Ayers. This will be a nine month contract. The anticipated start date for this contract is April 11, 2019. Statements of Qualifications submitted by email will be rejected as non-responsive and returned to the Offeror unopened. Copies of this Request for Qualifications (RFQ) and information may be obtained from the CCRTA website at www.ccrta.org/news-opportunities/business-with-us/. Further information may be obtained from Annie Hinojosa, Director of Procurement, or Sherrié Clay, Procurement Administrator at (361) 289-2712. The CCRTA has a Disadvantaged Business Enterprise (DBE) program; the CCRTA has determined that ZERO PERCENT (0%) DBE participation is required for this contract. The CCRTA encourages the Prime Contractor to offer contracting opportunities to the fullest extent possible through outreach and recruitment activities to small, minority and disadvantaged businesses.   5. INSTRUCTIONS TO OFFERORS • 5. SUBMISSION OF QUALIFICATIONS. • Sealed Statements of Qualifications should be hand delivered or mailed in an envelope marked on the outside with the OFFEROR’s name and address and Statement of Qualifications description addressed to: • Corpus Christi Regional Transportation Authority • Staples Street Center • ATTN: Procurement Department • 602 N. Staples Street • Corpus Christi, Texas 78401 • Statement of Qualifications For: RFQ No. 2019-S-03 Architectural and Engineering Design Services for Demolition of Kleberg Bank Building at Port/Ayers • Statement of Qualifications Due Date: Friday, March 15, 2019 by 3:00 PM • If hand delivery is preferred, please deliver to the CCRTA receptionist located on the third floor at the above location to be time and date stamped. • Statements of Qualifications must be submitted in sufficient time to be received and time-stamped at the above location on or before the published qualifications date and time shown on the Request for Qualifications. Statements of Qualifications received after the published time and date cannot be considered. Any Statements of Qualifications which are mislabeled or do not indicate the OFFEROR’s name or address as required above may be opened by the CCRTA solely for the purpose of identifying the OFFEROR for return of the Statement of Qualifications.

  6. INSTRUCTIONS TO OFFERORS 8. EVALUATION FACTORS. 8.1. The CCRTA will award contracts based upon the criteria set forth in the Request for Qualifications. Contracts may be awarded on a fixed fee or cost reimbursement basis to one or more Offerors. 8.2. Pre-award inspection of the OFFEROR’s facility may be made prior to the award of the Contract. Qualifications will be considered only from firms that are regularly engaged and licensed in the business of providing the goods and/or services described in the Request for Qualifications for a reasonable period of time; and have sufficient financial support, equipment, and organization to ensure that they can satisfactorily execute the services if awarded a Contract under the terms and conditions herein stated. The terms “equipment” and “organization” as used herein shall be construed to mean a fully-equipped and well-established company in line with the best business practices in the industry as determined by the CCRTA. In making the award, the CCRTA may consider any evidence available to it of the financial, technical, and other qualifications and abilities of an Offeror, including past performance (experience) with the CCRTA and other similar customers. A record of nonperformance or poor performance may disqualify an Offeror from award.

  7. INSTRUCTIONS TO OFFERORS • 10. RESERVATION OF RIGHTS. • The CCRTA expressly reserves the right to: • 10.1 Reject or cancel any or all Statement of Qualifications; • 10.2 Waive any defect, irregularity or informality in any Statement of Qualifications or Statement of Qualifications procedure; • 10.3 Waive as an informality, minor deviations from specifications at a lower price than other Statement of Qualifications meeting all aspects of the specifications if it is determined that total cost is lower and the overall function is improved or not impaired; • 10.4 Extend the Statement of Qualifications due date; • 10.5 Reissue a Request for Qualifications; • 10.6 Procure any item or services by other means; • 10.7 The CCRTA reserves the right to retain all Statement of Qualifications submitted. • The selection or rejection of a Statement of Qualifications does not affect this right; and • 10.8 The CCRTA reserves the right to negotiate a Contract with the Offeror having the best evaluation as determined by the CCRTA. No award will be made automatically based upon the lowest price or based solely on the Statement of Qualifications submitted. The CCRTA additionally reserved the right to suspend negotiations with the first Offeror should it not progress in a manner satisfactory to the CCRTA and commence negotiations with the next best rated OFFEROR.

  8. INSTRUCTIONS TO OFFERORS 12. PROTESTS. In the event that a OFFEROR desires to protest any procedure, the OFFEROR should present such protest, in writing, to the CCRTA Chief Executive Officer within five (5) business days following board approval of a contract award. The protest shall state the name and address of the protestor, refer to the project number and description of the Request for Qualifications, and contain a statement of the grounds for protest and any supporting documentation. For federally-assisted contracts, certain additional protest procedures apply and may be found in the Supplemental Conditions contained within the Request for Qualifications.

  9. REQUIRED DOCUMENTS • The following documents must be signed and returned with your Statement of Qualifications in order for it to be considered responsive:  • Statement of Qualifications response to RFQ - One (1) original, five (5) hard copies, and one (1) electronic version in PDF format supplied on a USB Flash Drive, • Engineering Services Questionnaire (Appendix A), • Certification Form (Appendix B), • Certification and Statement of Qualifications (Appendix C), • Disclosure of Interest Certification (Appendix D), • Restriction of Lobbying (Appendix F), • Accessibility Policy (Appendix G), and • References (Appendix H). • The following documents must be submitted prior to award if not submitted with Offeror’s Statement of Qualifications:  • Copy of current license, • Copy of Insurance, and • Sample Form 1295 (Appendix E). • Failure to provide this information may deem your firm to be non-responsive.

  10. CERTIFICATION FORMS Do NOT Alter Any Forms. Doing so will deem your statement of qualifications as non-responsive.  Please fill out and sign the following forms and return with your signed statement of qualifications. Reminders: Acknowledge any addendums issued on the bottom of (Appendix C)Certification and Statement of Qualifications form. Include your firm’s DUNS number on the bottom of (Appendix C)Certification and Statement of Qualifications form. Be sure that your firm is registered with the System of Award Management “SAM” and visit SAM.gov to ensure that your firm’s status is active with no exclusions before submitting your statement of qualifications. What is “SAM”? And why do I need to register with “SAM”? The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR)/FedReg, Online Representations and Certifications Applications (ORCA) and the Excluded Parties List System. Both current and potential government vendors are required to register in SAM in order to be awarded contracts by the Government. Vendors are required to complete a one-time registration to provide basic information relevant to procurement and financial transactions. Vendors must update or renew their registration annually to maintain an active status. SAM is also a marketing tool for businesses. SAM allows Government agencies and contractors to search for your company based on your ability, size, location, experience, ownership, and more. An Addenda is additional information that includes omissions or other missing pertinent information regarding the solicitation. Failure to acknowledge all addendums may deem your statement of qualifications as non-responsive.

Special Instructions • 1.0 GENERAL INFORMATION • Firmswillsubmitone original andfivecopiesofthecompleted Architectural and Engineering Design Services for the Demolition of Kleberg Bank Building at Port/Ayers Statement ofQualifications. ThereshallbenodiscussionofpricingorfeesinanyStatementof Qualifications with the OFFEROR’S initial submittal. • All Statements of Qualifications must be sealed and submitted no later than 3:00 p.m., Friday, March 15, 2019. • Interested and qualified firms shall submit a Statement of Qualifications describing their qualifications and experience in the type of work requested. Submissions shall be limited to a total of thirty-five (35) 8 ½ ” x 11” pages (including resumes, but excluding front and back covers, dividers, and a 2 page transmittal letter), single-side, portrait orientation, 12-point font. The required submission material includes the following. • 2.0 STATEMENT OF QUALIFICATIONS CONTENT • For consistency in Statements of Qualifications, please arrange content in the order listed in the table below: • 2.1 Transmittal Letter • The Transmittal Letter shall include the following:  • Summarize why the Offeror believes itself to be the most qualified. • Contain the statement that to the best of the Offeror’s abilities, all information contained in the RFQ submittal is complete and accurate. • Contain a statement that names the person or person authorized to represent the consultant in any negotiations and sign any contract that may result. • Contain an acknowledgement if any addendums were issued.

  25. Special Instructions • Contain a statement granting the CCRTA and its representatives authorization to contact any previous client of the Offeror (or an Offeror’s Team member) for purposes of ascertaining an independent evaluation of the Offer’s team member’s performance. • At least one copy of the Transmittal Letter must have the original signature of an officer of the principal responding firm. • 2.2 Firm’s Qualifications/Summary of Relevant Project • Provideinformationthatdescribedthe firm’squalificationsas relatedtothe describedscopeof workandasummaryof relevantprojects.Theresponse shouldaddress thefollowing:  • Full nameandbusinessaddress, • Adescriptionofthehistoryofthefirmincludingthesizeofthefirm,the number oflicensedprofessionalsemployedbythefirmandresumesofkey individuals whowillperformthework, • Namesoftheprincipalofficers ofthefirm, • Professionalaffiliationsormembershipsinanyprofessionalsocietiesor organizations with anindication asto officesheldtherein, • Experience/Knowledge of funding requirements of Federal Transit Administration, Department of Transportation, Department of Housing and Urban Development, or other Federal funding agencies, • Location of home and branch offices, • Specific areas of expertise applicable to the described scope of work, • Availability to attend and/or represent the Authority as requested, • Firm’s and employee’s certifications and registration with regulatory agencies, professional organizations, etc., • Firm’s familiarity with various regulatory agencies in Texas, as well as familiarity with Nueces County, City of Corpus Christi and surrounding small cities, • Identification of major consultants if known, and • List four (4) relevant projects related to demolition design work, completed within the last five (5) years that you were involved in.  Please include the project name, brief description of the scope of work, construction estimate, actual construction cost, start date, estimated completion date, and actual completion date and company name and contact information. • 2.3 Key Personnel Qualifications • Describe how the Offerorshallstaffthis project. Identify individualswho shallbeassigned toperformduties under theAgreement.

Statement of Work • 1.0 INTRODUCTION • TheCCRTAisseekingStatementsofQualificationsfrom firms toprovidearchitectural and engineering design services for the Demolition of Kleberg Bank Building at Port/Ayers to the CCRTA over the term of the contract. The CCRTA will be seeking firms whose proposed team structure will offer the CCRTA the most qualified, responsive and most easily accessible services. • WhateverorganizationalstructurethefirmschoosetocreatetosupporttheCCRTAisat thediscretionofthefirm.AllfirmsthatmeettherequirementsasstatedinthisRequest forQualificationsareencouragedtosubmitaStatement of Qualificationswhetherasasub-consultantof another firmorontheirown.

  30. Statement of Work 2.0 PROJECT SCOPE OF SERVICES 2.1 Project location – Thesiteofdemolition is located at 4211 Ayers Street, Corpus Christi, TX 78415, at the vacant Kleberg Bank building. TheArchitecturalandEngineering(A&E) design serviceswillinclude plans and specifications for the demolitionofthe vacant Kleberg Bank Building, plans/specifications for the placement of a new ATM on the property site and removal of all debris. 1.
