Aim To enhance the proficiency of port facility security staff in monitoring the contiguous zone of the port facility.
Objectives • Security staff required to notice the suspicious vessel within the required time as stated in the PFSP. • Security staff required to handle the suspicious vessel according to procedures in the PFSP.
Desired outcomes • Security staff will be able to: • Effectively monitor the seaward contiguous zone. • Take the necessary actions to deal with suspicious activities in the seaward contiguous zone. • Deter suspicious activities from taking place in the seaward contiguous zone.
Control Team • Chief Controller: PFSO, Mr. AAA • Simulators • Boat Driver – Mr/Ms. XXX • Passenger – Mr/Ms. YYY
Players • Security staff on duty
Materials • Small boat • Camera with telephoto lens
Scenario • A syndicate plans to use port facilities as a conduit for smuggling contrabands. • Syndicate members have been tasked to probe various port facilities in the region in order to determine the effectiveness of the security.
Controller Tasks • Obtain clearance from the appropriate authority if the waters off the port facility is a restricted area. • Vessel to approach port facility and loiter off the port facility. Crew to chat, take photo and point towards installations in the Port Facility • If questioned, give excuses such as taking photos for interest , feign ignorance or fishing.
Controller Tasks • Do not make any attempt to conceal yourselves • Be prepared for intervention by security forces • Carry the “Letter of Identification” and tender it if harassed

Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
