Half-Yearly Progress Monitoring (HYPM) To implement the recommendations of Dr P.L.Gautam’s Committee A web based software is being designed and developed with a view to ensure more objective evaluation of the half-yearly performance of Scientists in ICAR Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012

Work Flow of HYPM software Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012 Scientist Input as Self Monitoring • Facility to input the Proposed Targets for forth coming half-year and Achievement Progress for completed half-year will be made available to the individual scientist. Reporting Officer • Facility for Reporting Officer (Head of Division/Regional Station) to give his/her recommendations on the basis of Scientists progress reports/inputs. Reviewing Officer • Facility for Reviewing Officer (JD/Director) to review and give his/her recommendations on the basis of Reporting Officer & Scientists progress reports/inputs DG/DDGs level Monitoring

Nodal Officer – I/C PME Cell Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012 Important Note: For implementation of HYPM and successful operation from the institute, as In-charge PME Cell, please verify the following: • Institute name visible in HYPM is correct • The names of all scientist on institute role are correct & visible in HYPM • The names of all ongoing research projects are visible against the names of the respective scientists

Nodal Officer – I/C PME Cell Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012 Responsibilities of PME Cell I/C is the data management to maintain the HYPM website from his/her respective institute. This includes: • Generation of UserId and Password for all the Scientist of the institute • Assignment/Change of the role to act as Reporting Officer and allocation of the group of scientist under the charge of Reporting Officer • Assignment/Change of the role to act as Reviewing Officer, and simultaneously he/she may also act as Reporting Officer and allocation of the group of scientist under the charge of Reviewing Officer

Nodal Officer – I/C PME Cell Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012 Responsibilities of PME Cell I/C is the data management to maintain the HYPM website from his/her respective institute. This includes: 4. Monitoring of the data entry and uploading of half-yearly research targets & achievements by all the Scientists working at the institute. 5. Monitoring of Reporting Officers comments on the reports submitted by their respective scientists 6. Submission of data with regard to institute general information report for each half-year 7. Monitoring of Reporting Officers comments on the reports submitted by their respective scientists 8. Any other problem that may accrue from time to time

Individual Scientist Level • An ARS (ICAR) scientist posted at any one of the ICAR institutes would have access to HYPM software through a unique UserId & Password. • He/She would be able to Enter/Verify & Submit his/her Proposed Targets and Achievements for half-yearly progress monitoring to the Reporting Officer. • Facility has been provided to enter Research, Teaching, Training, Extension & Other Prioritized Activities independently. Reporting Officer • Through unique UserId & Password, the Reporting Officer would have access to the Targets & Achievements details submitted by his/her all concerned scientists • The Reporting Officer would be able to add Assessment Remarks on the Proposed Targets & Achievements of all the concerned individual scientist • Finally, he/she would submit the assessment report to the concerned Reviewing Officer. • As a Scientist, can submit his/her own proposed Targets and Achievements to the concerned Reviewing Officer Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012

Reporting Officer Level • Through unique UserId & Password, the Reporting Officer would have access to the Targets & Achievements details submitted by his/her all concerned scientists • The Reporting Officer would be able to add Assessment Remarks on the Proposed Targets & Achievements of all the concerned individual scientist through. Target Reporting Achievements Reporting • Finally, he/she would submit the assessment report to the concerned Reviewing Officer Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012

Progress Monitoring by Reviewing Officer • Through unique UserId & Password, the Reviewing Officer would have access facilities: • AsReporting Officer to add Assessment Remarks on the Proposed Targets & Achievements of all the concerned HoDs/ Sr. Administrators etc. • To add review remarks on the assessment reports submitted by the Reporting Officer(s) at the institute • To view Targets/Achievements details submitted by all concerned scientists will also be visible • The Reviewing Officer would be able to add his/her own Assessment Remarks and Final Overall Grading on the Proposed Targets and Achievements of all the scientist • He/she would submit the assessment report to HYPM, on the basis of which Institute/SMD/ICAR Level Monitoring Reports will be generated • Access to Institute Level Monitoring Reports will be provided to the concerned DDGs and DG Indian Agricultural Statistics Research Institute Library Avenue, Pusa, New Delhi – 110012
