CRITÈRES DE SÉLECTION DES PROJETS POUR LA CHAP 2011 Coherent avec la strategie du SousClustr et doitcontribuer a la realisation d’un ouplusierusobjectifspeifics Le projet dans des régions spécifiques et ne devrait pas dupliquer 3) Capacité de l’agence 4) Participation au sous cluster 5) Le projet susceptibles de recevoir des fonds de donateurs d'aide humanitaire 6) Impossibilité de le financer avec des ressources existantes (les dons privés). 7) Mise en œuvre dans le délai de 12 mois (2011). 8) Fondée sur une évaluation rigoureuse des besoins et le cible sont bénéficiaires les plus vulnérables. 9) Résultat de consultations avec multiples acteurs 10) Considère besoins spécifiques des sexes ainsi que des mesures pour empêcher ou réduire l'impact de la violence sexiste. 11) Le projet doit être rentable (cost-effectiveness) (bénéficières / besoins). 12) Il suit un approche fondée sur les droits de l’homme parmi les plus vulnérables (enfants, les femmes, et des personnes déplacées)

REVUE DES PROJETS - REGLES • 15 projets *10 minutes chacun=150 minutes aprox • Bref Introduction du project et discussion • Votation en base aux critères de sélection de la CHAP (votes négatifs doivent être justifies) • L’organisation qui a soumis le projet pourra participer a la discussion, mais ne participera pas a la votation du comite.

OBJECTIVES SOUS CLUSTER DE LA PROTECTION • Prevent and respond to separated and unaccompanied children • Government, civil society and local authorities’ skills and capacity to respond to child protection needs are strengthened in order to create a protective environment for children • Ensure emergency-affected children have access to community-based mechanisms that provide psycho-social support and protect them from risks of increased exposure to violence, trafficking, abuse, neglect and exploitation

  13. 1) Organization:SAVE THE CHILDREN ‑ USA (SC ‑ US) Project: Supporting Girls to lead Safe and Empowered Lives through Livelihoods and Protection Strategies Objective: Support 200 girls to gain safe and empowered lives through access to safe spaces and livelihood skills development activities (Leogane/ Jacmel) Outcomes - 48 girls participate in qualitative assessment and analyze data with field researchers • Pilot set of materials designed and translated into Creole • Eight groups complete the activity cycle • 70% of initial girl group members remain with the group through the activity cycle • 150 girls report new protection or livelihoods skills and knowledge gained through activities • Girl‑centered monitoring plan and tools developed and used • Evaluation is used to improve program design and materials

  14. 2) Organization: INTERNATIONAL MOVEMENT OF PROGRESSIVE HAITIANS (IMOPH) Project: Création de Centre de Réhabilitation pour aider les enfants des rues et marginalises en particulier des adolescents orphelins de père ou de mère Objective: Améliorer les conditions de vie des enfants récupères des rues et marginalises en particulier des adolescents orphelins de père ou de mère (3,000 beneficiaires) Outcomes ‑ donner une nouvelle opportunite aux enfants des rues et marginalises qui sont egalement espoir de ce pays; ‑ a former des véritables valeurs pour cette societe.

  15. 3) Organization: SAVE THE CHILDREN ‑ USA (SC ‑ US) • Project: Fostering community‑based child protection in Haiti • Objective: increase access to and demand for appropriate care options for children at risk, which reflect priority placement principles and meet best practice standards (Port au Prince, Leogane, Jacmel) • capacity building of GOH agencies and local partners to deliver child protection services; • advocacy at community for identification and adoption of community‑ based interim care; • establishment of community‑based protection mechanisms to help identify, monitor, prevent and respond to child protection concerns. • Outcomes: • Increased capcity of community to respond child protection needs. • 5,000 children have direct access to FTR and 20.000 children indirectly • Child Protection Commiteds in 52 communities has the knowledge to recognize, monitor and prevent and respond to child protection needs • 25 residential institutions use the best practice guidlenises for appropriate care • Budget: $ 2.400.000 US

  16. 4) Organization: LA MAISON l’ARC EN CIEL Project: Accompagnement psychosocial des enfants vulnérables et renforcement des capacités des communautés afin de favoriser une prise en charge bénévole de proximité Objective: Favoriser l’engagement bénévole des communautés à la prise en charge et l’accompagnement des enfants vulnérables par la réalisation d’activités de formation, de sensibilisation, de déstigmatisation du VIH/SIDA et d’activités culturelles supportées, encadrées, financées et renforcées par l’institution Outcomes: •Réduction de la vulnérabilité des enfants affectés et infectés par le VIH/SIDA •réponse en faveur des enfants vulnérables se poursuit au niveau communautaire •enfants affectés/infectés par le VIH/SIDA est promue à l’échelle communautaire •communautés activités dans les communes de Cité Soleil, Carrefour, Carrefour‑Feuilles, P‑Ville, Croix‑des‑Bouquets •Les enfants affectés, infectés par le VIH/SIDA vivant dans les camps bénéficient d’un support psycho médico‑social Budget: $ 592.5000

  17. 5) Organization: CECOSIDA Project: Building capacity of Haitian Media to raiseawareness of Child Protection Issues Objective: 1. Build media leadership and capacity in response to child protection; 2. Produce and inspire quality mass media programming related to child protection 3. Collaborate with and support local responses by profiling and connecting media with organizations working on child protection. Outcomes: ‑ Forty five media professionals sensitized to child protection issues ‑ At least twenty five broadcast productions on issues related to child protection; at least 15 print articles related to child protection; ‑ CDs and DVDs containing at least three to five best programs distributed to national network of 22+ broadcasters; ‑ Increased public awareness and understanding of child protection issues wil reach at leas 2 lliopeopleith general population, inluding at leat 1 million women, 250000 children and 50000 People Living With AIDS. Budget: $ 255.5000

  18. 6) Organization: PANOS CARIBBEAN (PK) Project: Communicating research and voices to raise debate and inform the agenda on child trafficking in Haiti and the Dominican Republic Objective: research and a range of media and communication interventions to promote informed public and policy debate on child trafficking, a) Participation of affected by trafficking in dialogue and debate b) Increased media coverage of trafficking c) Promote greater engagement between media, researchers, and CSOs Outcomes: 1.review of the media and research environment in Haiti. 2. three day workshop on Child and Human Trafficking in each cities 3. 120 youth journalists trained (20 of each city) in oral testimonies collection 4. Broadcast messages (PSAs) 5. 24 feature stories documenting child trafficking in Haiti for publication in papers 6.perspective papers (6‑8,000 words) documenting child trafficking in Haiti and a booklet documenting child trafficking in Pilate based on the Oral Budget: $ 500.000

  19. 7) Organization: FRENCH RED CROSS • Project: Programme de renforcement des acteurs Haïtiens dans le secteur de la protection et du psychosocial • Objective: • OS1: Contribuer au renforcement des compétences en soutien psychosocial & protection de la Société Nationale (CRH) & des acteurs locaux • OS2: Renforcement des capacités d'intervention des acteurs des ONG locaux • OS3: Les connaissances & capacités des acteurs & la prise en charge sont améliorées par des activités de sensibilisation, plaidoyer, & référencement • Outcomes: • Les volontaires de la CRH /acteurs locaux sont formés au soutien psychosocial, la protection des femmes/GBV, & la protection de l'enfance • Actions de sensibilisation reguliers dans 18 camps • Renforcement d’associations locales techniquement &financierement • 18 camps bénéficient de activitites d’identification & monitoring des violence liees au genre • Acteurs locaux sont coordonnés pour mener des actions de sensibilisation communaututeres. • Budget: $ 393.250

  20. 8) Organization: HEARTLAND ALLIANCE • Project: Reinforcement of Services for Street Children in Port‑au‑Prince • Objective: • .1) Increase the scope and quality of outreach, basic servicesand social reintegration support available to street youth through vocational trainings, capacity building and targeted material support for local organizations. •  2. Improve living conditions of street youth in temporary/long‑term residential care •  3. Coordinate the interventions of local/international actors on behalf of street youth • Outcomes: • 1,500 street children and youth will have access to basic needs and services • 1,050 street children temporary or long‑term residential care • 3 new or improved residential care centers with fully equipped facilities • 150 educators will be trained to reach street children • 100 protection agents in other agencies • report published focused on the conditions, needs and approaches to supporting street youth • Budget: $ 2,936,027 US

  21. 9) Organization: UNICEF Project: Child Protection emergency response to prevent and respond to abuse, violence and exploitation in a post earthquake situation Objective/Outcomes: 500,000 children are protected from violence, abuse, exploitation and separation in all 10 departments of Haiti 100 000 most vulnerable Children and women have access to social and judicial services in all departments improved through better community based child protection system 2 laws and 1 policy aligned to international standards . Budget:

  23. 11) Organization: LA MAISON L’ARC-EN-CIEL (MAEC) Project: Prise en charge des enfants orphelins vulnérables affectés/infectés par le VIH/SIDA & prise en charge temporaire des enfants vulnérables victimes du tremblement de terre Objective: Assurer la protection urgente des enfants en situation précaire en leur fournissant une famille immédiate d’accueil et assurer la réintégration sociale des enfants grâce à une structure de mobilisation communautaire Outcomes: 44 enfants affectés/infectés par le VIH/SIDA, actuellement pris en charge et suivis pour la réintégration sociale et communautaire •26 enfants vulnérables accueillis pour prise en charge temporaire Budget: $ 287,292 US

  24. 12) Organization: AMERICAN REFUGEE COMMITTEE (ARC) Project: Safe Spaces for Children and Youth in the Delmas 32 Area Objective: increase protection for children and youth through the establishment of safe spaces and support networks Outcomes: - 20 CFS will be constructed in the Delmas 32 – 15000 •Improved sense of security and safety and psycho‑social well being of 750 youth •Improved capacity of 100 Outreach Workers and 10 Child Protection Committees •Formation of sustainable Child Protection Committees in the Delmas 32 area Budget: $ 728,240 US

  25. 13) Organization: CONCERN WORLDWIDE Project: Protecting and promoting the respect for the rights of women and children in Port‑au‑Prince Objective: To monitor and respond to protection concerns, and promote the respect for the rights and dignity of women and children, and other vulnerable groups, in 15 IDP settlements/host communities, as well as during the process of return to and reintegration in areas of origin or relocation Outcomes: •The protection needs of vulnerable groups are identified and referred • protection database of relevant data on protection cases •IDPs in settlements and communities have access to relevant information on return and reintegration or relocation options •Security forces increased knowledge and understanding of human rights principles •Civil society organizations have an increased capacity to identify and respond to human rights violations, including GBV cases Budget: $ 332,000 US

  26. 14) Organization: MOUVEMENT HAITIEN POUR LE DÉVELOPPEMENT RURAL (MHDR) Project: Appui psychosocial des enfants au niveau de 5 sections communales de Jacmel Objective: activités psychosociales telles que jeux éducatifs, la danse, le sport, le théâtre, la projection de films éducatifs et de documentaires, l’état d’esprit des enfants et des jeunes traumatisés sera amélioré Outcomes: -3.472 enfants déplacés bénéficient de prise en charge psychosociale; ‑ 4 jardins potagers seront implante dans chaque sections communales par les enfants qui seront consommables dans 4 mois ‑Les parents de ces enfants auront le pouvoir d'achat grace aux jardins potagers, oeuvresartinanats des enfants Budget: $ 247,000 US

  27. 15) Organization: ASSOCIAZIONE VOLONTARI PER IL SERVIZIO INTERNAZIONALE (AVSI) Project: Appui au développement du système de protection d’enfance a Cite Soleil et Martissant (UN RED AREA) Objective: 1. Améliorer le niveau de protection pour les enfants entre 3 et 18 ans (IDPs et communautés de retour). 2. Réduire la négligence des adultes et renforcer les capacités des parents. 3. Renforcer le système communautaire de protection. Outcomes: - 40.000 enfants sont protégés par violence, abus et exploitation dans les deux communautés de Cité Soleil et Martissant ‑ 8.000 IDPs vivent dans des camps ou les services de base de protection sont assures (Camp de Place Fierte et Camp de Tapis Vert, dans la Commune de Cite Soleil) ‑ Environ 8.000 personnes qui reintegrent leur communaute d’origine ont des services de base de protection assures (Cite Soleil et Martissant ) Budget: $ 1.250,000 US

  28. 16) Organization: TERRE DES HOMMES (TERRE DES HOMMES) Project: Projet de prévention, de protection et d’appui psychosocial en faveur des enfants affectés par le séisme, déplacés et victimes de violences, abus et exploitation dans les départements de l’Ouest et du Sud d’Haïti Objective: Appuyer les enfants et familles afin de mitiger l’impact du chaos social Prévenir des situations de risque de violence, abus et exploitation Réduire la prévalence des séparations et abandons des enfants. Outcomes: 1) Un système d’identification et de protection individuelle fonctionnel dans les communautés couvertes par Tdh 2) Prévention des séparations familiales- risques de séparation définitive, de placement et d’exploitation/abus sont diminués 3) MAST s’engage dans une politique nationale de désinstitutionalisation et de contrôle de l’adoption internationale  4)7000 enfants bénéficient d’activités de développement psychosocial et de prévention dans les Centres Sociaux Communautaires, Budget: $ 3.180,000 US
