  4. METHODOLOGIE DE TRAVAIL Elle a consiste en une apporche participative ou chaque participant donne son point de vue sur la question en discussion. Est retenue la reponse qui a obtenu un consensus au niveau du groupe. Sur cette base les approches de solutions preconisees pour chacune des questions posees se presentent ainsi qu’il suit :

  5. QUESTION 1 • Pas de cooperation sous-regionale • Raison : Inexistence de strategie en la matiere.

  6. QUESTION 2 Pas de cooperation regionale. Raisons : - Manque de reseau d’echange au niveau regional ; - Difference de niveau entre les pays dans la mise en place des institutions ; - Barrieres linguistiques ; - Divergence de priorites nationales de developpement entre les pays.

  7. QUESTION 3 Absence manifeste de partenaires internationaux en dehors de l’Afrique pour les activites liees a l’article 6.

  8. RECOMMANDATION Nous recommandons vivement au Secretariat Executif de la Convention d’explorer et de baliser des pistes pour favoriser et mettre en place ce type de partenariat.

  9. Ce partenariat peut se reveler utile par la mise a disposition des pays en developpement des moyens financiers, techniques et materiels.

  10. Mettre en place une structure regionale (ou renforcer une structure regionale existante) pour la mise en oeuvre de l’article 6. Cette structure s’appuyera sur les structures nationales en relation avec les differents partenaires au developpement respectivement dans leurs domaines d’intervention.
