Background • from Sept., 1814 to June, 1815, a meeting to restore order & stability in Europe after 25 yrs. of war • nearly every European nation sent delegates, but Austria, Russia, & England did the main work • Prince Klemens von Metternich – Austria—headed the CofV • Czar Alexander I—Russia • Lord Robert Castlereagh—England • Prince Maurice de Talleyrand represented France
Metternich Dominated • Was the chief minister of Austria • Disliked democratic ideals of French Revolution. • Wanted Old Regime of class distinction, absolute monarchy and empire
Metternich’s Goals • To strengthen the countries around France. • Balance of Power: no one dominates. • Legitimacy: Restore royal families to their throne.
Contempt for the Ideas of French Revolution • Denial of Democracy: Hereditary rulers • Denial of Nationalism: • Belgians, Poles, Finns, Norwegians given to foreign governments • Italy and Germany divided
Goals • to achieve stability, Europe should be restored to the way it was before the French Revolution • this would done through: • compensation – all countries would be repaid for their expenses while fighting the French • legitimacy – the rightful rulers would be restored to their thrones • balance of power
Agreements Reached • redrawing the map of Europe • Austria gained Lombardy & Venetia • Prussia gained territory along the Rhine River • Russia took over most of Poland • establishment of buffer states, or neutral territories, surrounding France
Political Philosophies • radicalism – want immediate changes at any cost (the Far Left) • liberalism – belief in the individual freedoms & democratic reforms (the Left) • moderate – open to minor changes (the Middle) • conservatism – belief that supports traditional order & resists changes (the Right) • reactionary – wants a return to past policies & opposes all changes (the Far Right)
