Eddington and Energy Reviews • Eddington identified the following problems in providing transport infrastructure: • takes too long • unpredictable and lacks transparency • can be very costly • good projects may not be brought forward • Net effect: high cost to UK economy • Energy Review published last July. White Paper promised Spring 2007 • timely delivery of energy infrastructure • remove barriers to delivery of both renewables and nuclear power generation • complex system of consents which needs simplification • streamline approval process
MIPS • Prime role of Ministers – to set national policy statements • Scheme development led by the promoter • Consultation carried out by promoter at pre-app stage • Consent regimes rationalised to eliminate duplication and treat MIPS as a whole: a new single regime • Independent Planning Commission to hold inquiry and determine individual applications in England • Clear framework for statutory rights to challenge at national policy statement stage and IPC decision
MIPs • Infrastructure outside the TCPA • Accountabilities • Recognising social and environmental objectives as well as economic • Public consultation • Relationship to TCPA
TCPA Key Principles • Planning system must be better able to support economic growth in a way consistent with social and environmental objectives: sustainability • Build on recent planning reforms: evolution not revolution • Strengthen planning by local authorities to shape places (consistent with LGWP) • Shift focus of planning from unnecessary detail to strategic issues • Promote effective public participation and safeguard democratic accountability
Improving the planning policy framework • Review of national planning policy • Better reflecting economic development – PPS4 • Town centre policy – needs test • Green Belt • Simplify LDF preparation
