What is the Issue? • ETT observed cracking on static and conductor arms. • ETT pursued a resolution with suppliers. • A critical long-term asset. • Prudent action to protect ratepayers and avoid additional O&M cost. • Concern for safety of the public. • Concern for long-term reliability of the grid. • A full inspection and arm replacement (as necessary) of more than 2,096 tangent towers began July 10, 2016. • An additional 718 running angle poles need to have their baseplates, brackets and flanges inspected for cracking.

  5. Why the Long Outages? • It requires a crane and a two-man inspection team for each structure. Inspection teams and change out teams work the line in series. • If the wind exceeds the safe operating conditions for the equipment being used, for safety concerns, work is stopped. This condition is called a “Wind Out.” • Wind Outs / weather have reduced crew productivity. • Due to testing requirements and safety concerns the work cannot be done when the line is energized requiring a full outage on the two circuits. • Timely provision for line clearances as required to meet the schedule – including constraints for wildlife and agricultural seasonal restrictions.

  6. Long-Term Plan • The inspection and replacement plan is currently in Outage Scheduler. • All involved parties are committed to correcting the problems and actively working to address the issue. • Pursuing a resolution limits costs to ratepayers, supports long-term reliability, improves safety and reduces risk of unplanned outages.
