  5. Aim To enhance the proficiency of port facility security staff in the control of access to the port facility.

  6. Objectives • Security staff to detect the potential intruder at the perimeter fence within the time limit. • Security staff to respond to the attempted intrusion according to procedures in the PFSP.

  7. Desired outcomes • Security staff will be able to: • Detect potential intruders at the perimeter fence. • Response appropriately to attempted intrusion. • Deter intrusion to the port facility.

  8. Control Team • Chief Controller: PFSO, Mr. AAA • Simulators •  Intruder 1 – Mr/Ms. XXX •  Intruder 2 – Mr/Ms. YYY • Safety officer

  9. Players • Security staff on duty

  10. Materials • Wire cutter • Bolt cutter

  11. Scenario • Two operatives are directed to enter the Port Facility in order to assess the security measures for a sabotage operation in the future. • Each will make the attempt independently of the other, and at a different time during the day.

Controller Tasks • Intruder 1 will approach an isolated part of the perimeter fence with a wire cutter and act suspiciously at the fence for about 15min. • Intruder 2 will approach a seldom used side-gate with a bolt cutter of the perimeter fence and act suspiciously at the gate for about 15min.

  14. Controller Tasks • Carry the “Letter of Identification” and tender it if harassed • If not challenged after 15 minutes, attempt to scale the perimeter fence if safe to do so.

  17. Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
